3T Region Quotas and Affirmative Access to Higher Education in Indonesia

By Muntasir Minhaz • Published Aug 07, 2026 • Study in Southeast Asia

TL;DR

3T stands for tertinggal, terdepan, terluar (underdeveloped, frontier, outermost) and marks districts across eastern Indonesia and border regions that the government prioritizes for development, including access to higher education. Students who prove 3T origin qualify for affirmative admission quotas, the ADik scholarship, and priority consideration in some national selection tracks that regular applicants do not get.

  • 🎓 3T status comes from your home district, not your school alone

  • 📩 ADik is the main national scholarship track built for 3T, Papua, and migrant worker children

  • Many PTNs run their own additional 3T or daerah khusus quota outside ADik

  • Accreditation of your chosen study program affects eligibility for some tracks

  • You need proof of domicile, often a village or district government letter

What 3T means

3T is short for tertinggal (underdeveloped), terdepan (frontier), and terluar (outermost), a classification Indonesia's government uses to mark districts that need targeted development support. The Ministry of Villages and Disadvantaged Regions (Kementerian Desa dan Pembangunan Daerah Tertinggal, or Kemendes PDT) sets the tertinggal list; transmigration affairs moved to a separate Ministry of Transmigration after a 2024 government reorganization, while terdepan and terluar cover border and outer-island districts identified for national security and connectivity reasons. The exact list changes each time the government issues a new decree, so treat any list you find online as a starting point, not a final answer.

Where 3T districts typically sit

  • Papua and Papua's newer provinces such as Papua Pegunungan and Papua Tengah

  • Maluku and North Maluku's outer islands

  • Nusa Tenggara Timur, including border districts near Timor-Leste

  • Border districts in Kalimantan such as Nunukan, near Malaysia

  • Outer islands like Natuna, Sabang, and Rote Ndao

Check your home district against the current list through Kemdiktisaintek or your provincial education office before you apply to a 3T-linked program.

How 3T status affects admission

3T origin opens two separate paths into higher education. Some public universities (PTN) run their own 3T or daerah khusus admission quota alongside SNBP and SNBT, reserving a set number of seats for applicants from designated districts, often with a different scoring threshold. Separately, the national ADik program funds and places 3T, Papua, and migrant worker children directly into partner PTNs, bypassing the standard competitive selection process other students go through.

Eligibility for most 3T pathways asks for study programs accredited A or B, though some universities allow accreditation C programs with extra approval, or a dedicated ADik entrance test where accreditation matters less. Check your target program's accreditation status through Kemdiktisaintek or the BAN-PT database before applying through a 3T track.

Proving your 3T origin

Universities and ADik both ask for documents that prove where you come from, not just where you studied. Typical requirements include your KTP or family card (Kartu Keluarga) showing a 3T district address, a domicile letter from your village or district government, and sometimes a recommendation letter from your school or local education office. Prepare these documents well before application season opens, since local government offices take time to process letters.

3T quotas versus other affirmation tracks

3T status stands separate from, but sometimes overlaps with, other affirmation categories such as students with disabilities, children of teachers assigned to remote postings, or students from families receiving social assistance through KIP Kuliah. A student qualifies for more than one track at once, but each program sets its own combination of documents and criteria. Read each track's requirements on its own rather than assuming one application covers every category.

Where to check current rules

3T district lists, ADik registration windows, and PTN-specific quota rules change from year to year. Confirm the current list and each university's quota policy directly through adik.kemdiktisaintek.go.id and your target university's admission office before you rely on last year's numbers.
