Why More ASEAN Students Are Choosing Regional Destinations as Western Visa Rules Tighten

Australia, Canada and the UK have added caps, higher fund requirements and dependant restrictions since 2024, and more ASEAN students are applying to Malaysia, Singapore, Japan and South Korea instead.

What changed in Australia, Canada and the UK
Australia assesses every subclass 500 student visa application against a Genuine Student requirement, which replaced the older Genuine Temporary Entrant test. For 2026, the Department of Home Affairs requires applicants to show AUD 29,710 in accessible funds to cover 12 months of living costs, on top of tuition and travel, with extra amounts required for a partner or children.
Canada set a national cap on study permit applications that need a Provincial or Territorial Attestation Letter for the 2026 calendar year. From 1 January 2026, master's and PhD applicants no longer need a PAL and sit outside the cap, according to Immigration, Refugees and Citizenship Canada . College and undergraduate applicants still need a PAL, and Post-Graduation Work Permit eligibility now depends on whether a program's field of study is on the eligible list.
The UK barred most students on taught master's and undergraduate courses from bringing dependants from 1 January 2024, under rules confirmed on gov.uk . Only PhD students and students on research-based postgraduate degrees starting on or after that date can still sponsor a partner or children. A March 2026 immigration white paper kept the dependants ban in place and set out plans to cut the Graduate Route, the UK's post-study work visa, from two years to 18 months starting January 2027.
Where ASEAN students are looking instead

Malaysia and Singapore offer degrees taught in English, tuition well below UK or Australian levels, and shorter, cheaper flights for ASEAN families. Japan and South Korea run growing English-taught degree tracks alongside standard local-language programs, with government portals such as Study in Korea and the Japan Student Services Organization (JASSO) publishing application and scholarship information directly for international applicants.
What the shift means if you are weighing options
A cap or a dependants ban does not close a country off. It changes the calculation. If you plan to bring a partner or children, or you rely on part-time or post-study work to fund your degree, check the current dependant and work-rights rules for your specific visa category and course level before you apply, since exemptions like Canada's carve-out for master's and PhD applicants change who a cap actually affects.
If you are choosing between a Western destination and a regional one, weigh total cost (tuition plus living costs plus currency risk), work rights during and after study, and whether your target profession recognizes the qualification at home. A cheaper, closer degree from Malaysia or Korea is a good trade only if the qualification opens the door you actually want.
