Australia's Research Training Program Stipend: What ASEAN PhD Applicants Should Know

TL;DR

The Research Training Program (RTP) is how most Australian universities fund PhD students: a tax free living stipend plus a fee offset that covers tuition, given to a limited number of candidates each intake.

ASEAN applicants need to secure a supervisor and get nominated by the university for RTP funding as part of admission, since it is not a separate scholarship application.

  • 💵 RTP has two parts: a stipend for living costs and a fee offset for tuition

  • 🎓 Universities allocate a limited number of RTP places each intake, so it is competitive

  • You apply for RTP as part of your PhD application, not through a separate portal

  • ⏱️ Standard PhD funding runs a set number of years, with limited extensions

Australia's Research Training Program Stipend: What ASEAN PhD Applicants Should Know

What the Research Training Program is

The Research Training Program (RTP) is the Australian Government's main funding scheme for PhD and eligible research master's candidates. The government allocates block funding to each Australian university, and the university decides which candidates receive RTP support and at what level, within the program's rules. Australia's Department of Education publishes the program rules and guidelines on its official site.

RTP is not a single scholarship you apply for through a national portal. It reaches you through your university, so your funding outcome depends on both your PhD application and your university's own RTP allocation process.

The two parts of RTP funding

RTP Stipend

A tax free living allowance paid to the candidate, usually fortnightly, to cover living costs while you study full time.

The government sets and indexes a minimum rate each year, and individual universities sometimes top it up above that minimum, so rates differ between institutions. Confirm the current rate directly with your target university's graduate research office rather than relying on older figures you find elsewhere.

RTP Fee Offset

Covers the cost of tuition fees for the funded period, so RTP recipients, domestic and international, do not pay the international tuition rate out of pocket while the offset applies. Some universities add support on top of RTP, such as relocation allowances or funding for research related travel, though this varies by institution.

What RTP does not always cover

RTP covers the stipend and tuition fee offset, but does not automatically include everything you need to study in Australia. Overseas Student Health Cover (OSHC), mandatory for most international student visa holders, is not always bundled into an RTP package, and some universities cover it separately while others expect you to arrange and pay for it. Relocation costs, equipment budgets, and conference travel funding also vary by university and are not guaranteed parts of the base RTP offer.

  • Ask specifically whether OSHC is included or arranged separately

  • Ask whether a relocation allowance applies, and what it covers

  • Ask about research and conference travel budgets available to RTP students in your department

RTP versus university-specific scholarships

Some Australian universities offer their own named PhD scholarships on top of or instead of standard RTP funding, often targeting specific faculties, research themes, or partner country agreements. These sometimes carry different stipend rates, extra allowances, or different funding lengths than the standard RTP package. Check your target university's scholarship database directly, not only the RTP page, since a faculty specific award might suit your research area better than the general RTP allocation.

Who gets RTP funding

Universities allocate RTP places competitively. A PhD offer and RTP funding are not automatically the same thing.

Some ASEAN applicants get accepted into a PhD program but do not receive RTP funding, and would then need to self fund or find another award. Ask directly during your application whether you are being considered for RTP funding, and when the university will confirm a funding outcome relative to your admission offer.

Strong candidates typically have a clear research proposal, a supervisor already lined up who supports the application, and a solid academic record including any prior research output. Contacting a potential supervisor before you submit a formal application improves your chances, since supervisors often advocate for their preferred candidates during the RTP allocation process.

Duration and what happens after

RTP funding for a PhD runs for a standard period, commonly framed around three to three and a half years full time, with a limited extension possible if your university and supervisor support it and you show a valid reason for the delay. Funding beyond the standard period is not guaranteed, so plan your research timeline around your funded period rather than assuming an extension will be available.

Entry requirements beyond funding

Getting RTP funding does not replace meeting the university's academic and English language entry requirements for a PhD. You need a research based honors or master's degree, or equivalent research experience, recognized by the university, plus an English test score that meets the PhD threshold, commonly IELTS or an equivalent test, at a level set by each university and sometimes each faculty. Confirm your specific score requirement and any conditional pathway options with your target university's graduate research office before you apply.

How ASEAN applicants should prepare

  • Contact potential supervisors early, months before the application deadline, with a short research proposal matched to their published work

  • Check whether your target university requires a separate scholarship application form alongside the PhD application, since processes differ by institution

  • Meet the Genuine Student requirement and visa financial capacity rules that apply to your student visa application, since RTP funding alone does not guarantee visa approval. Confirm current requirements on Australia's Department of Home Affairs site before you apply for your visa

  • Ask each university what proportion of admitted international PhD candidates receive RTP funding, since this ratio varies widely by faculty and institution

  • Budget for a possible gap if you are not funded for the entire candidature, since some candidates need bridging funds toward the end of a PhD
