Both LPDP and Beasiswa Unggulan are government-funded scholarships open to Indonesian students, and both cover tuition plus living costs. Who Manages Each Scholarship

LPDP (Lembaga Pengelola Dana Pendidikan) sits under the Ministry of Finance (Kementerian Keuangan) and draws its funding pool from an education endowment fund. Beasiswa Unggulan is run by Indonesia's education ministry, now named Kementerian Pendidikan Dasar dan Menengah (Kemendikdasmen), through its own scholarship portal.

Degree Levels Each One Funds

LPDP funds postgraduate study only: masters (S2) and doctoral (S3) degrees, at universities inside Indonesia or abroad. If you are still finishing an S1 degree, LPDP is not an option yet.

Beasiswa Unggulan covers a wider span: undergraduate (S1/D-IV), masters (S2), and doctoral (S3) study, both domestic and abroad. This makes it the more relevant choice if you are applying straight out of secondary school and want government funding for your first degree.

Eligibility and Selection Focus

LPDP selection weighs strong academic records, required language test scores, leadership essays, and an interview stage, and it draws a large pool of applicants competing for a limited number of places each cycle. Beasiswa Unggulan's 2025 cycle set minimum GPA requirements for on-going students in its general Masyarakat Berprestasi track at 2.75 for S1/D4, 3.00 for S2, and 3.00 for S3, with higher minimums of 3.25 for S2 and 3.40 for S3 in the separate disability-applicant track, and it opened three parallel program types that year: one for high-achieving members of the public, one for Kemendikdasmen staff, and one for applicants with disabilities.

What Each Scholarship Covers

Both programs fund tuition and a living allowance as their core package. LPDP adds a book and seminar allowance, journal access costs, visa application support, and health insurance on top of tuition and living costs. Beasiswa Unggulan's coverage also includes tuition and a living stipend, with support extending to research-related costs and transport, though the exact benefit breakdown is set fresh for each registration cycle on the official portal.

Your Obligation After Graduation

This is where the two programs diverge most. LPDP ties every awardee to a defined service formula. As of the 2025/2026 policy cycle this is 2 times your study duration (2N) , working inside Indonesia, replacing the older 2N+1 formula, with a 90-day return window after graduation. Beasiswa Unggulan requires you to sign a contract accepting the program's rights and obligations, but published sources do not point to the same fixed 2N+1 formula LPDP uses. Read your specific award letter and contract terms directly from Beasiswa Unggulan before assuming its post-study commitment mirrors LPDP's.

Which One Fits Your Plan

Pick LPDP if you already hold or are close to finishing an S1 degree, want funding for a masters or doctorate, and are comfortable committing to a multi-year return-and-serve period in Indonesia. Pick Beasiswa Unggulan if you need funding starting from undergraduate level, or if your strongest qualifications sit outside pure academics, in competitions, leadership, or community work, since its selection criteria weigh those achievements more heavily than LPDP's process does.
