Becoming a University Lecturer in Malaysia: Qualifications and the Route Through MOHE

By Muntasir Minhaz • Published Mar 10, 2026 • Graduate & Professional School, Study in Southeast Asia

TL;DR

Malaysian public universities almost always require a PhD for a full lecturer post. If you only have a master's, the usual route is a Tutor position with a bond to complete a PhD through a university staff-training scheme. MQA sets the qualification floor: teaching staff generally need a qualification at least one level above the program they teach.

  • 🎓 PhD is the standard requirement for a full Pensyarah (lecturer) post at IPTA (public universities)

  • Master's holders can start as Tutor, then complete a PhD under a staff-sponsored scheme while employed

  • MQA's one-level-higher rule means a bachelor's program generally needs staff with at least a master's

  • Private universities hire more directly, checking staff qualifications against MQA accreditation standards per program

  • 📩 Apply through each university's own HR portal, there is no single national vacancy portal

Becoming a University Lecturer in Malaysia: Qualifications and the Route Through MOHE

The PhD expectation

Malaysian public universities (IPTA) treat a PhD as the standard qualification for a substantive lecturer post, known locally as Pensyarah. A candidate with only a master's degree is more commonly hired into a Tutor position rather than a full lecturer role, with an expectation to complete a PhD within a set period while employed.

This gap exists because Malaysian higher education policy, coordinated through the Ministry of Higher Education (MOHE) , has pushed public universities toward a higher share of PhD-qualified academic staff over the past two decades, both to meet research output targets and to support institutional rankings and research funding.

The Tutor to PhD route

If you join a public university with a master's degree, you typically enter as a Tutor and apply for a staff development scheme that funds your PhD, often at an overseas or another local university, while you remain formally employed. These schemes come with a service bond requiring you to return and teach at the sponsoring university for a set number of years after finishing your PhD.

This route lets you earn a salary and build institutional ties while completing your doctorate, rather than funding a PhD independently before applying for a job. Ask your target university's HR department directly about current staff-training scheme names, funding coverage, and bond terms, since scheme details and eligibility are set at ministry and university level and change over time.

MQA's qualification floor

The Malaysian Qualifications Agency (MQA) sets minimum academic staff qualification standards as part of program accreditation, under the Malaysian Qualifications Framework. A widely applied principle is that teaching staff should hold a qualification at least one level higher than the program they teach, so a bachelor's program generally needs instructors with at least a master's, and postgraduate programs need staff holding a doctorate.

This rule applies whether you are hired at a public or private institution, since any accredited program, public or private, is checked against MQA standards. Professional and practice-based programs sometimes allow relevant industry experience to substitute for part of this academic requirement, so confirm the specific accreditation standard for your field directly with MQA.

Public versus private hiring routes

Public universities run their own recruitment through university HR departments and academic committees, advertising vacancies directly on each institution's website. Because IPTA academic staff sit within the broader public service framework, salary scales and some employment terms follow public-service structures even where the hiring decision itself sits with the university.

Private universities and colleges hire more directly and quickly, since they are not bound by the same public-service employment structure. Private institutions still need their academic staff to meet MQA's qualification standards for whichever program they teach, so a private university lecturer job posting will state the minimum degree level required for that specific program.

Practical steps

  • Check each target university's HR or career portal directly. There is no single national portal listing all Malaysian academic vacancies.

  • If you hold a master's degree, ask about Tutor positions and staff-sponsored PhD schemes rather than only searching for lecturer job titles.

  • Confirm your degree's recognition status if it was earned outside Malaysia, since MQA accreditation checks require your qualification to be verifiable against recognized standards.

  • Build a publication record during or soon after your PhD. Research output strengthens both your job application and your later promotion case, particularly at research-focused public universities.

What changes if you already hold a PhD

Candidates who complete a PhD before applying skip the Tutor stage and can apply directly for Pensyarah posts, competing on research output, teaching experience, and fit with the department's existing research strengths. A strong publication record from your PhD, especially in journals your target department already publishes in, carries real weight at research-focused public universities.

Postdoctoral experience is not always required but strengthens an application, particularly for competitive research university posts where departments want evidence you can run an independent research line, not only complete assigned coursework and supervision. Some universities also weigh teaching experience, such as time as a teaching assistant or adjunct instructor, alongside your research profile.

Career progression after hiring

Once employed, academic staff progress through ranks tied to teaching load, research output, administrative service, and university-set promotion criteria, broadly similar in structure to academic promotion systems elsewhere, though the exact titles, point thresholds, and review cycle are set by each university within MOHE's overall framework. Ask your department directly about its current promotion criteria and typical timeline between ranks during your interview, since this varies between universities and disciplines.

Research universities in Malaysia, generally the larger public institutions with research-intensive status, tend to weight publication output more heavily in both hiring and promotion decisions than teaching-focused public universities or private colleges, so match your application strategy to the type of institution you are targeting.

Whichever route you take, confirm current requirements directly with your target university and with MOHE or MQA, since qualification thresholds and staff-training scheme terms are reviewed and updated periodically.
