How Higher Education Works in Brunei: Universities, Degrees and Admission

Brunei runs a small, centralized higher education system built around three public universities, one polytechnic and one technical institute, all admitted through a single online portal called HECAS.

Three public universities, one polytechnic, one technical institute
Brunei's higher education system is small and centralized. Three public universities carry the bulk of degree-level study: Universiti Brunei Darussalam (UBD), Universiti Teknologi Brunei (UTB), and Universiti Islam Sultan Sharif Ali (UNISSA). Below them sit Politeknik Brunei (PB) and the Institute of Brunei Technical Education (IBTE), which run diploma and vocational routes, plus a handful of private colleges.

UBD, founded in 1985, is the country's main research university. It teaches across humanities, business, science and health sciences, offering foundation, undergraduate, master's and PhD programmes. UTB, founded in 1982, specializes in engineering, computing and business with an industry-focused curriculum. UNISSA, established in 2007, focuses on Islamic law, banking, Arabic language and sharia studies. Most UBD and UTB programmes teach in English, while UNISSA's Islamic studies content runs bilingually alongside English.
The technical and vocational pathway
Politeknik Brunei , set up in 2008 under the National Development Plan, awards a Level 5 Diploma equivalent to a Higher National Diploma. A PB diploma is a recognized step into a bachelor's degree at one of the universities, not a dead end.
IBTE was created in 2014 from a merger of the old Department of Technical Education with seven technical and vocational schools around the country. It trains students directly for skilled trade and technical careers, running programmes separate from PB's diploma track.
How the qualification levels fit together
Every recognized qualification in Brunei sits on the Brunei Darussalam Qualifications Framework (BDQF), an 8-level structure covering school, technical and higher education. The framework sets out learning outcomes and a credit system for each level, so a diploma from PB and a bachelor's degree from UBD both have a defined place and a defined route between them.
At the top of that ladder, UBD and UTB both run bachelor's, master's and PhD programmes. UNISSA offers similar levels within its Islamic studies specialization. Foundation year programmes exist for students who need to bridge from secondary school qualifications into a full degree.
Academic calendar and intake rounds
Admission to every public institution runs through a single portal, HECAS (Higher Education Centralized Admission System), managed by the Ministry of Education. HECAS opens twice a year: round 1 in February and round 2 in August, though the exact programmes on offer differ between rounds.
Government overseas scholarships are only available through the February round, so a student planning to combine a scholarship application with a local application needs to apply in that window.
Accreditation and quality assurance
The Brunei Darussalam National Accreditation Council (BDNAC) is the sole body responsible for assessing and accrediting qualifications recognized by the government. It checks that programme design and naming follow the BDQF, which gives a Brunei degree or diploma standing both locally and for recognition abroad.
How admission is organized in practice
To apply through HECAS, a student needs a valid Brunei Darussalam identity card, yellow, purple or green. The portal covers admission to UBD, UTB, UNISSA, PB, IBTE and several private colleges, along with the government scholarship schemes, all from one account and one set of documents.
