Which ASEAN Graduate Students Are Exempt from Canada's Attestation Letter Requirement

From 1 January 2026, master's and doctoral applicants at public Canadian institutions no longer need a Provincial or Territorial Attestation Letter (PAL/TAL) with their study permit application. Undergraduate, diploma, and private-institution graduate applicants still need one.
🎓 Exemption applies only to degree-granting master's and PhD programs at public designated learning institutions
📩 Graduate diplomas, certificates, and microprograms do not qualify, even at public institutions
⏱️ Doctoral applicants outside Canada can get study permit decisions in about 14 days under expedited processing
🏠 Around 180,000 study permits are still planned for 2026 for applicants who do need a PAL/TAL
What changed on 1 January 2026
Canada's provincial and territorial attestation letter requirement no longer applies to master's and doctoral applicants enrolled in degree programs at public designated learning institutions (DLIs), effective for applications submitted on or after 1 January 2026. Immigration, Refugees and Citizenship Canada (IRCC) says the change recognises the contribution graduate students make to the country's research and innovation goals, according to IRCC .
Before this change, every study permit applicant needed a PAL or TAL issued by the province or territory where they planned to study, on top of their letter of acceptance, as part of Canada's national study permit cap. That requirement still applies to everyone outside the new graduate exemption.
Who actually qualifies
You qualify for the exemption only if you are admitted to a degree-granting master's or doctoral program at a public DLI, meaning a public university or public college. Graduate diplomas, graduate certificates, microprograms, and other non-degree graduate credentials do not qualify, even at a public institution. Master's and PhD programs at private institutions do not qualify either, regardless of the credential.
If you are unsure whether your program qualifies, check its exact designation, degree versus diploma versus certificate, with your admissions office before you assume you are exempt. Applying without a PAL/TAL when your program does not qualify delays your application.
What ASEAN applicants still need to provide
The exemption removes one document. It does not remove the rest of the study permit checklist. You still need your letter of acceptance, proof of funds, a clean immigration history, and, where your program requires it, a language test result. Undergraduate applicants, diploma and certificate applicants, and vocational program applicants from ASEAN countries remain fully subject to the PAL/TAL requirement and the national study permit cap for 2026.
For 2026, IRCC still plans around 180,000 study permits for applicants who do need a PAL/TAL, allocated to provinces and territories based on population, according to IRCC's 2026 allocation notice . If your program falls outside the graduate exemption, apply as early in your intake cycle as possible since provincial allocations run on a first-come basis within the cap.
Why this matters for ASEAN graduate applicants
Vietnam, Indonesia, the Philippines, and Malaysia are among Canada's larger ASEAN source markets for graduate study, and the PAL/TAL requirement had added an extra document and a provincial approval step on top of an already document-heavy study permit process. Removing it for master's and doctoral applicants cuts one point of delay, though it does not change refusal risk tied to funds, ties to your home country, or your study plan explanation.
Doctoral applicants applying from outside Canada also qualify for expedited processing, with decisions issued in around 14 calendar days once IRCC receives a complete application. If you are applying with a spouse or dependent children, check with IRCC or your institution's international office on whether accompanying family members qualify for the same expedited track, since this affects how you sequence your own application and your family's.
