Why the Student Direct Stream Ended
IRCC closed the Student Direct Stream on November 8, 2024, along with Nigeria's equivalent express channel, according to the official IRCC notice . SDS had let applicants from the Philippines and 13 other countries skip the standard queue if they met a set English or French test score, prepaid one year of tuition, and bought a Guaranteed Investment Certificate (GIC). That fast track no longer exists. Every Filipino applicant now files through the same process as applicants worldwide.
The Provincial Attestation Letter
Canada introduced a national cap on new study permits in January 2024 to control volume, and the tool that enforces the cap is the Provincial Attestation Letter (PAL). Your designated learning institution requests a PAL allocation from the province where it sits, then issues you a letter confirming your seat counts within that province's allotment. You attach this PAL to your study permit application, and IRCC generally refuses applications missing one, per IRCC's PAL guidance .
Most undergraduate and college-level applicants from the Philippines still need a PAL. Confirm with your school's international office that it holds a valid allocation for your intake before you pay a deposit.
Graduate Students Get an Exemption
Effective January 1, 2026, master's and PhD applicants enrolling at public designated learning institutions no longer need a PAL or count against the national study permit cap. If you apply for a graduate program starting in 2026 or later at a public institution, skip the PAL step and move straight to gathering your other documents. Graduate applicants headed to a private designated learning institution still need a PAL and still count against the cap. Undergraduate, college, and most other study levels still fall under the cap and still need the letter.
Proof of Funds
IRCC raised the minimum cost-of-living amount you must show on September 1, 2025. A single applicant outside Quebec now needs CAD 22,895 available, up from CAD 20,635, on top of first-year tuition and travel costs, according to CIC News reporting on the IRCC update. Quebec-bound applicants follow a separate provincial figure.
You can prove funds through bank statements covering the last four months, a Guaranteed Investment Certificate from a participating Canadian bank, an education loan from a Philippine bank, or a notarized sponsor letter backed by the sponsor's own bank records. A GIC remains one accepted method even without SDS, though it is optional rather than mandatory now.
Do You Still Need a Language Test Score?
SDS required IELTS 6.0 overall or an equivalent French score before you could use the fast track. The regular stream carries no fixed language score for the study permit itself. Your designated learning institution still sets its own admission requirement, and most Canadian schools ask for IELTS, PTE, Duolingo, or a similar test regardless of the stream you apply through. Check your offer letter for the exact score your school needs rather than assuming the visa sets the bar. Most degree and diploma programs ask for IELTS Academic rather than IELTS General Training, since General Training targets immigration and work permit streams rather than academic admission. Confirm which version your program lists on its offer letter before you book a test date.
Spouses and Dependent Children
A spouse or common-law partner can apply for an open work permit while you study, and dependent children under 18 can apply for a study permit to attend school in Canada alongside you. Each family member files a separate application alongside proof of your own study permit approval or application, and each needs its own proof of funds on top of your CAD 22,895 threshold.
What Happens If Your School's PAL Allocation Runs Out
Provinces distribute a fixed number of PAL allocations to designated learning institutions each year, and a school can run out before your intended intake. If your school tells you it has no PAL left for your program, ask about the next available intake or a different program at the same school, since switching schools after paying a deposit slows your application further. Confirm PAL availability before you pay any tuition deposit, not after.

Pay the application and biometrics fees, then complete biometrics at a visa application centre in Manila or Cebu.
Wait for a decision through your IRCC account, and complete a medical exam if requested.
