Cheapest Countries Where ASEAN Students Can Earn an Internationally Recognized Degree

TL;DR

Germany, Malaysia, Taiwan and the Philippines let ASEAN students earn a respected degree for a fraction of what Australia, the UK, the US or Canada charge. Nordic countries used to be free too, but Norway, Sweden, Denmark and Finland now charge tuition for most non-EU bachelor's and master's students.

  • 🎓 Germany: free public tuition, around USD 12,000-15,000 a year total with living costs

  • 🎓 Malaysia: USD 3,000-9,500 a year tuition at public universities plus low living costs

  • 🎓 Taiwan: around USD 3,200-5,100 a year tuition, plus government scholarships that add a stipend

  • 🎓 Philippines: some state universities charge foreign students as little as PHP 250 a unit

  • ⚠️ Nordic countries: bachelor's and master's tuition now applies to most non-EU students, PhD study stays funded

Cheapest Countries Where ASEAN Students Can Earn an Internationally Recognized Degree

Why "cheapest" should mean total cost, not sticker price

A low tuition fee does not always mean a low total cost. Living expenses, visa costs and currency swings change the real bill more than the headline tuition number does.

Stack a tuition waiver or scholarship stipend on top of a naturally cheap destination and the gap against Australia, the UK, the US or Canada gets even wider. This list ranks destinations by tuition plus a realistic living cost, and flags where a country's reputation for being cheap no longer holds.

Distance matters too. A shorter, cheaper flight home from Malaysia, Taiwan or the Philippines keeps your total spending down across a 3-4 year degree in a way that a low tuition fee alone does not capture, especially if your family plans to visit or you plan to fly home during breaks.

1. Germany: free public tuition

Public universities in Germany charge no tuition for bachelor's and most master's programs, a rule that has held since 2014. You pay a semester contribution of EUR 150-350 that covers administrative costs and often a public transport pass.

For your student visa, you need a blocked account funded at EUR 992 a month, EUR 11,904 a year, for 2025. Total cost including living expenses lands around USD 12,000-15,000 a year, among the lowest of any destination with strong research universities.

The one exception is Baden-Wurttemberg, which charges non-EU students EUR 1,500 a semester. Check the state before you shortlist a German university, and see DAAD for a full list of participating universities and its own scholarship programs.

2. Malaysia: low tuition, regional cost of living

Public universities regulated by MOHE charge international students USD 3,000-9,500 a year depending on the program, with engineering and business at the lower end and medicine well above USD 30,000. Living costs stay low outside Kuala Lumpur, and ASEAN students avoid the currency and distance costs that come with studying in Europe, Australia or North America.

Malaysia also runs twinning degree programs with UK and Australian partner universities, where you complete part of the degree in Malaysia at Malaysian tuition rates before transferring to the partner campus. This cuts your total cost while the final degree still carries the partner university's name.

3. Taiwan: budget tuition plus scholarship support

Undergraduate tuition at national universities runs NT$100,000-140,000 a year, around USD 3,200-4,500, with graduate tuition slightly higher. The Study in Taiwan portal lists the Taiwan Scholarship and ICDF scholarship programs, which cover tuition and add a monthly stipend for eligible applicants, cutting the real cost close to zero for scholarship holders.

4. Philippines: the lowest sticker price on this list

Some state universities charge foreign students around PHP 250 a unit, which works out to roughly PHP 40,000-80,000 a year for tuition alone at a full course load. Private universities charge more, from PHP 80,000 up to PHP 250,000 a semester depending on the program and location. English is the primary teaching language across Philippine higher education, which removes the language-prep cost that other cheap destinations often add.

5. Nordic countries: the free-tuition era mostly ended

Sweden began charging non-EU/EEA students in 2011, Denmark in 2006 and Finland in 2017. Norway held out longest but introduced tuition for most non-EU/EEA bachelor's and master's students from the 2023-24 academic year, at NOK 130,000-390,000 a year, roughly EUR 11,000-33,000. That range sits closer to UK or Australian tuition than to a budget destination.

PhD study is the exception across all four countries. Nordic PhD candidates are normally hired as university employees rather than paying students, so PhD study stays tuition-free with a salary attached. If your goal is doctoral study, the Nordic route still competes with Germany and Taiwan on cost.

Do not forget the costs outside tuition

Application fees, English test fees, visa fees and flights change the ranking on this list once you add them up. A Taiwan or Philippines application costs far less to process than an Australian or UK one, and a shorter flight from most ASEAN capitals also cuts your travel budget and the number of trips home you can afford across a multi-year degree.

Health insurance is mandatory in every destination on this list and ranges from a few hundred dollars a year in Malaysia or Taiwan to well over a thousand in Germany or the Nordic countries.

How to choose between them

Rank your shortlist by total cost for your specific program and city, not by a destination's general reputation. Compare cost of living inside each country too.

Kuala Lumpur costs more than George Town, and Taipei costs more than Kaohsiung or Tainan, so your city choice inside a cheap country still moves your total bill. Confirm the current tuition on the university's own admissions page, since public tuition and scholarship terms change most years, and add visa or blocked-account costs before you compare across countries.

Weigh recognition alongside cost. A degree from a well-ranked public university in any of these destinations transfers into further study or employment across ASEAN and beyond, so a lower price tag does not have to mean a weaker outcome, provided you check the university's accreditation status before you apply.
