Connecticut funds several state grant and scholarship programs on top of the FAFSA, plus free tuition at its 12 community college campuses for residents of any income level.
💵 The Roberta B. Willis Scholarship pays up to $5,250 a year at 4-year Connecticut colleges or $4,650 at 2-year colleges for 2025-26.
🎓 The Mary Ann Handley Award (formerly PACT) covers remaining tuition and fees at CT State Community College for any Connecticut resident.
⏱️ The Roberta Willis Need-Merit priority deadline is February 15. The Handley Award priority deadline is July 15.
CHESLA offers smaller scholarships, up to $3,000 for Pell-eligible undergraduates and up to $1,250 for certificate students.
📩 File the FAFSA first. Most Connecticut programs check your eligibility directly from it.
Start with the FAFSA
Every major Connecticut state aid program checks your FAFSA data to confirm eligibility. File it as soon as it opens for the 2026-27 cycle, since some Connecticut awards run first-come, first-served within a fixed budget. The Connecticut Office of Higher Education administers most state-level aid.
Roberta B. Willis Scholarship Program
Connecticut's main state scholarship splits into two tracks.
Need-Merit award
You qualify academically by ranking in the top 20 percent of your graduating class or scoring at least 1200 on the SAT or 25 on the ACT, combined with a Student Aid Index at or below 10,999. For 2025-26, the award pays up to $5,250 a year at a four-year Connecticut public or nonprofit private college, or up to $4,650 a year at a two-year college. The priority deadline is February 15.
Need-Based Grant
This track pays up to $4,500 a year toward full-time study at a four-year Connecticut public or nonprofit private college. You do not file a separate application. Your FAFSA is enough for Connecticut to evaluate you.
Mary Ann Handley Award: free community college
Connecticut renamed its Pledge to Advance Connecticut (PACT) program the Mary Ann Handley Award . It works as a last-dollar scholarship, covering whatever gap remains between your other grants and your tuition and fees at any of CT State Community College's 12 campuses. Every Connecticut resident qualifies regardless of household income, though you still pay a minimum of $250 a semester even if your other aid otherwise covers the full bill. Apply by the July 15 priority deadline to secure coverage for fall.
Other state and state-affiliated aid
| Program | Who qualifies | Award |
|---|---|---|
| Student Loan Reimbursement Program (SLRP) | Connecticut residents with 5+ consecutive years of residency, existing student loans, 50 volunteer hours | Up to $5,000/year, $20,000 cap over 4 years |
| Minority Teacher Incentive Program | Junior/senior minority students in Connecticut teacher-prep programs | Up to $5,000/year for 2 years, plus $2,500/year loan reimbursement for 4 years of Connecticut teaching |
| CHESLA Undergraduate Scholarship | Pell-eligible undergraduates, 2.5+ GPA | Up to $1,500 (half-time) or $3,000 (full-time) |
| CHESLA Certificate Scholarship | Students in manufacturing, healthcare or ARC teaching certificate programs | $1,250, first-come first-served |
The Connecticut Office of Higher Education lists current deadlines for each program. Most CHESLA scholarships close once funds run out, so apply as soon as your cycle opens.
Stacking state aid with federal and institutional aid
Connecticut's grants apply after federal aid, not instead of it. A student who qualifies for a Pell Grant and the Roberta Willis Need-Based Grant receives both, since Connecticut fills the remaining gap alongside federal money rather than replacing it. Many Connecticut colleges add their own institutional grants on top, so read your full financial aid offer's itemization instead of assuming a Connecticut award is your only source of help.
Application checklist
File the FAFSA as soon as it opens.
Check your class rank and test scores against the Roberta Willis Need-Merit thresholds.
Apply to CT State Community College and file for the Handley Award by July 15 if you plan to enroll there.
Search the CHESLA scholarship portal for smaller awards that match your program.
Ask your target college's own financial aid office about additional Connecticut-specific institutional aid layered on top of state grants.
