CPA Singapore Pathway for Accounting Graduates: Requirements and Local vs Overseas Degrees

ISCA administers Singapore's Chartered Accountant Qualification (SCAQ). Graduates of ISCA-accredited local degrees get module exemptions and a direct pathway, while overseas or non-accounting degree holders start from the Foundation Programme and complete more modules.

What the Singapore CA Qualification Is
The Singapore Chartered Accountant Qualification (SCAQ) is Singapore's national route to the CA (Singapore) designation, administered by the Institute of Singapore Chartered Accountants (ISCA) under the oversight of the Accounting and Corporate Regulatory Authority (ACRA), which now covers the accountancy sector oversight role previously held by the Singapore Accountancy Commission.
Direct Pathway for Accredited Local Degrees
If you hold an accredited accountancy degree from one of Singapore's autonomous universities, ISCA grants exemptions from some technical modules in the Professional Programme based on your coursework. This route lets you enter the Professional Programme closer to the finish line rather than starting from the first module.
Pathway for Overseas and Non-Accounting Degree Holders
The SCAQ does not require a Singapore-issued or accounting-specific degree. ISCA accepts candidates holding a degree at least comparable to a 3-year bachelor's degree in any discipline, from a local or foreign university, and it also accepts local polytechnic diploma holders. Without an accredited accountancy background, you first complete the Foundation Programme , up to 6 modules covering financial reporting, accounting for decision making, assurance, financial management and Singapore taxation, with exemptions possible depending on your prior coursework. After the Foundation Programme, you move to the Professional Programme's full set of 4 technical modules plus the Capstone module, without the module exemptions accredited-degree graduates receive at that stage.
ACCA Members Pathway
ISCA runs a dedicated CA (Singapore) pathway for ACCA members and affiliates , open from 26 March 2025 to 25 March 2028. If you already hold ACCA membership or are close to completing it, check this route before starting the standard Professional Programme from scratch.
Recognition Beyond Singapore
ISCA has signed Reciprocal Membership Agreements with Chartered Accountants Australia and New Zealand (CA ANZ), Chartered Accountants Ireland (CAI), the Institute of Chartered Accountants of Scotland (ICAS) and the Institute of Chartered Accountants in England and Wales (ICAEW), plus a Mutual Recognition Agreement with CPA Australia. These agreements let CA (Singapore) holders gain membership in the partner body, and vice versa, through a shortened route rather than starting over, subject to each body's current conditions.
Choosing Between a Local and Overseas Degree
A degree from an ISCA-accredited local university gets you to the Professional Programme faster, with module exemptions built in. An overseas degree still qualifies you to enroll in the SCAQ, but expect to start with the Foundation Programme and complete the full Professional Programme module set without exemptions. Check ISCA's current accredited degree list before committing to a specific program if the CA (Singapore) title is your goal, since which degrees carry exemptions can change.
