Delaware Financial Aid: State Grants, Scholarships and Free College Programs

Start with the FAFSA

Every state and institutional aid program in Delaware requires a completed Free Application for Federal Student Aid (FAFSA) . File it as early as your target school allows, since some awards are limited and go to students who apply first. Delaware residents file the same federal FAFSA as students anywhere else, and the results feed directly into eligibility checks for SEED, Inspire, and First State Promise, so one form covers most of what you need.

SEED Scholarship: free community college

The SEED (Student Excellence Equals Degree) Scholarship covers tuition at Delaware Technical Community College and at UD's Associate in Arts Program for up to six semesters. A 2.5 GPA or higher keeps you eligible on an associate degree track, while workforce-training certificate tracks carry no GPA requirement. Unused SEED semesters after finishing an associate degree apply toward your junior year at UD, which extends the benefit into a bachelor's degree.

Inspire Scholarship: full tuition at Delaware State

The Inspire Scholarship pays full tuition for four years at Delaware State University for Delaware high school graduates who enroll the fall right after graduation. Eligibility requires a cumulative GPA of 2.75 or higher, no felony convictions or pending charges, and a completed FAFSA. To renew the award each year, stay enrolled full-time, complete at least 24 credit hours per school year, hold a 2.75 GPA, and log 10 hours of community service every semester.

First State Promise: income-based aid at UD

University of Delaware's First State Promise targets Delaware-resident undergraduates by family income. Families earning under $35,000 a year get an aid package built to cover tuition, fees, housing, and food, leaving little or no upfront cost. Families earning between $35,000 and $75,000 get a package that covers full tuition and mandatory fees. File the FAFSA every year to stay in the program.

Other state scholarships

The Delaware Higher Education Office also runs about nine smaller named scholarships funded by the state and by private memorial funds, on top of SEED and Inspire. Examples include the Charles L. Hebner Memorial Scholarship, which pays $1,250 a year and renews for up to three years with a 3.0 GPA, and the Herman M. Holloway Sr. Memorial Scholarship, which covers full tuition, fees, room, board, and books at Delaware State University and renews for three additional years at a 3.0 GPA. Award pools for these are small and application windows are narrow, so check current eligibility and deadlines on the Delaware Higher Education Financial Aid Portal before you count on one.

How these programs stack with federal aid

SEED, Inspire, and First State Promise sit on top of federal aid rather than replacing it. Complete the FAFSA first, since it sets your Federal Pell Grant eligibility and any federal loan offers, then let your school apply Delaware's programs to what is left. If your income and GPA qualify you for more than one Delaware program at once, your financial aid office decides which one applies, since a student generally uses one full-tuition Delaware program per enrollment, not two stacked together.

When to apply

Delaware's state programs run on their own timelines, separate from federal FAFSA deadlines. Inspire and First State Promise both key off your senior-year FAFSA and your enrollment decision, so file as soon as the FAFSA opens for your graduation year. SEED eligibility gets confirmed once you register at Delaware Tech or UD's AA program, and the named DHEO scholarships each carry their own application window, often opening in December and closing in late February. Set a reminder for each deadline separately instead of assuming one filing date covers everything.

Stack these with federal aid. Grants and scholarships do not need repayment, so apply for every program you qualify for before you consider loans, and confirm each program's deadline directly with the awarding office since dates shift year to year.
