Comparing Europe's Public Distance Universities: Open University, FernUni Hagen, and UNED

TL;DR

Open University (UK), FernUniversitat Hagen (Germany), and UNED (Spain) are Europe's three big public distance learning universities. They differ mainly in teaching language, entry requirements, and how fees are billed, so your best pick depends on which language you study in and whether you want open entry or a formal qualification check.

  • 🎓 OU: English teaching, open entry for undergraduate study.

  • 🎓 FernUni Hagen: German teaching, needs a recognized entrance qualification.

  • 🎓 UNED: Spanish teaching, needs a validated qualification or Spain's own access exam.

  • 💶 All three bill per module or credit rather than one flat yearly fee.

  • 🏠 All three require some in-person exam attendance depending on the course.

Comparing Europe's Public Distance Universities: Open University, FernUni Hagen, and UNED

Three national models for the same idea

Open University, FernUniversitat Hagen, and UNED are each their country's main public distance learning university, and each holds full national accreditation. All three let you study a real degree without relocating, but each built a different system around language, entry, and assessment.

Teaching language

The Open University teaches in English, FernUniversitat Hagen teaches almost entirely in German, and UNED teaches in Spanish. This is the first filter for most European applicants: pick the university whose teaching language you already work in, since none of the three runs a full degree program in a second language at scale.

Entry requirements

UniversityUndergraduate entryLanguage requirement
Open UniversityOpen entry, no formal qualifications for most modulesEnglish
FernUniversitat HagenRecognized entrance qualification (Abitur equivalent), checked via anabinGerman, generally C1
UNEDRecognized entrance qualification, validated for the Spanish system, or Spain's EBAU/Selectividad routeSpanish

The OU's open entry policy makes it the easiest of the three to start without a prior qualification check. Hagen and UNED both expect a recognized secondary qualification before you register for a bachelor's degree, so budget time for credential checks if your schooling happened outside Germany or Spain.

Study format and exams

All three universities combine written or online coursework with proctored exams. The OU runs some exams online and some at approved centers depending on the module. Hagen holds exams at regional study centers in Germany and at a limited number of centers abroad. UNED runs exams through its network of associated centers inside Spain and its centers abroad, which matters if you live outside Spain during your studies.

None of the three runs a fully exam-free distance degree, so factor exam center access into your decision if you live far from your chosen university's home country.

Fees

All three bill by module or credit rather than a single flat yearly tuition figure, so your total cost depends on your pace and course load. The OU generally charges EU and other non-UK residents its international fee rate rather than the UK home rate. FernUniversitat Hagen, as a German public university, keeps course fees below typical private distance providers. UNED sets per credit pricing under Spain's public university pricing rules, updated each academic year.

Check each university's current fee page directly before applying, since these figures move year to year: Open University fees , FernUniversitat Hagen , UNED enrollment portal .

Time to finish a degree

All three are built around part time study, so most students spread a bachelor's degree over four to six years rather than the standard three. The OU structures study in credit blocks you adjust up or down year to year. Hagen and UNED both allow flexible course loads per semester, so your timeline depends mainly on how many courses you register for at once and how exam scheduling works out for your subject.

Student support

Each university assigns tutors or advisors who mark assignments and answer subject questions, plus online forums for contact with other students. None of the three offers the daily campus contact of a full time in-person university, so weigh community and face-to-face contact against the flexibility distance study gives you.

Recognition

Each degree carries the same recognition as a campus degree from the same country, since accreditation applies to the university, not the study format. For use outside the home country, your national ENIC-NARIC center handles formal comparison for any of the three.

Which one fits you

Choose the OU if you want to study in English with no upfront qualification check. Choose FernUniversitat Hagen if you already work in German and want a low cost public German degree. Choose UNED if Spanish is your working language and you get your existing qualification validated through the Spanish system. If none of your languages match, look for distance programs taught in your own national language through your own country's public universities before committing to one of these three.

Scale and program range

The Open University runs the widest undergraduate subject range of the three, spanning arts, sciences, business, law, and health-related subjects, built up over more than five decades as a mass distance provider. FernUniversitat Hagen runs a narrower set of five faculties, concentrated on humanities, social sciences, psychology, mathematics and computer science, economics, and law. UNED covers a broad range close to a standard Spanish public university, including sciences, humanities, law, education, and engineering.

If your target subject sits outside these ranges, for example a lab-heavy natural science or a creative arts degree, none of the three is likely to offer a strong distance-format match, and you should look at blended or campus options instead.

Applying to more than one

Nothing stops you from applying to more than one of these universities in parallel while you decide, since each runs its own independent admission process and fee structure. This is a reasonable approach if your language skills or qualification recognition status is uncertain for one of the three, and you want a backup route into a public distance degree while that gets resolved.

Keep track of separate deadlines and document requirements for each application, since the three universities run on different academic calendars and admission systems.

Cost of living while you study

Because you stay in your home country for most or all of a distance degree with any of the three, your living costs stay tied to wherever you already live rather than to a second, more expensive university city. This is one of the biggest financial advantages of the distance format over relocating for a campus degree, on top of whatever the tuition itself costs.

Budget separately for the travel cost of exam attendance where it applies, since Hagen and UNED both expect in-person exam sessions at a study center, and factor in occasional trips if your nearest center sits in another country.
