The American Degree Program: How Filipino Students Transfer to US Partner Universities After Two Years
By Muntasir Minhaz • Published Apr 26, 2025 • Education Planning
CHED's American Degree Program (ADP) lets you complete two years of US-style general education at an authorized Philippine institution, then transfer to a specific partner university in the United States to finish your bachelor's degree there. The pathway only works if your local provider is CHED-authorized and holds an active articulation agreement with the exact US university you plan to transfer to.
🎓 ADP follows a 2+2 structure: two years in the Philippines, two years at the US partner university
📩 CHED authorization covers the local delivery of the curriculum. It does not by itself guarantee admission to any specific US university
🏠 Only the university named in your provider's articulation agreement is confirmed to accept the credits. A different US university assesses your credits separately
⏱️ You still need an F-1 student visa and to meet US university admission requirements, including English proficiency scores, for the transfer year
💵 The main cost benefit is two years of US tuition and living costs instead of four, since the first two years happen at Philippine rates
How the 2+2 structure works
The American Degree Program lets a Filipino student complete the first two years of a bachelor's degree, typically general education and lower-division major requirements, at a Philippine institution authorized by the Commission on Higher Education (CHED ) to deliver the ADP curriculum. The coursework follows a US-style credit and general education structure so it lines up with what a US university expects from a transfer student entering junior year. After finishing the local two years, the student transfers to a partner US university to complete the remaining two years and graduate with that university's own US degree.
This is a transfer pathway, not a joint or dual degree. The Philippine institution does not award the final degree. The US partner university does, once the student completes the remaining requirements on its own campus.
What CHED authorization covers
CHED authorization confirms the local institution is approved to deliver the ADP curriculum and that its general education content meets the standards needed for transfer credit recognition. It does not mean every Philippine college offering something branded as an American Degree Program shares the same partner university, the same transfer guarantee, or the same quality of general education delivery. Authorization covers the local delivery, not a blanket promise about where your credits transfer.
Checking the actual university partnership before enrolling
Ask the Philippine institution directly which specific US university or universities hold an active articulation agreement with their ADP program, and ask to see that agreement rather than relying on a list of partner universities in a brochure. An articulation agreement names the exact courses that transfer and the credit each one carries. Without a named, current agreement, applying to a different US university means that university reviews your credits case by case, and some coursework does not transfer as cleanly as advertised.
Contact EducationUSA, the US Department of State's advising network with centers across the Philippines, to independently confirm a university's accreditation status and to get guidance on transfer admission requirements, separate from what the local ADP provider tells you.
Institutional accreditation on top of CHED authorization
Beyond CHED's program-level authorization, check whether the Philippine institution itself holds accreditation from a recognized body such as PAASCU or PACUCOA, the established Philippine accrediting associations for private colleges and universities. Institutional accreditation is a separate signal from CHED's ADP authorization, and a strong institutional accreditation record supports the case that your general education credits carry real academic weight when the US partner university reviews them.
Fields of study commonly offered
Philippine institutions running ADP tracks tend to concentrate on fields with a clear US general education foundation, including business, computer science, and engineering, though the exact program list varies by institution and by which US university signed the articulation agreement for that field. If your intended major is not among the fields your local ADP provider names in its agreement, confirm directly whether that specific major transfers before assuming the general ADP label covers it.
Visa and admission steps for the transfer year
Moving to the US partner campus requires the standard international student process: acceptance from the US university as a transfer student, an I-20 form from that university, an F-1 student visa application through the US Embassy or Consulate, and proof of financial capacity to cover the remaining two years. English proficiency requirements, usually IELTS or TOEFL, apply at the point of transfer even when your first two years were taught in English in the Philippines, since the receiving university sets its own admission standards independent of the ADP arrangement.
What changes about the cost
The financial appeal of the ADP is straightforward: two years of coursework happen at Philippine institutional rates instead of US tuition, and only the final two years require US tuition and living costs. This does not remove the cost of a US degree, since the final two years still carry full US university pricing plus the added cost of relocating. Treat the ADP as a way to reduce total cost across four years, not as a way to avoid US costs entirely.
Questions to ask before applying
Is this specific institution and program currently CHED-authorized for the ADP curriculum?
Which named US university or universities hold an active articulation agreement, and can I see the agreement?
What GPA or course completion standard qualifies me for the guaranteed transfer, rather than a case by case review?
What are the US partner university's own admission requirements for transfer students, including English proficiency scores?
What is the realistic total cost across all four years, including US tuition, housing, and visa costs for the transfer years?
The ADP works as intended when the local provider's CHED authorization and its US university articulation agreement are both current and specific to your program. Confirm both directly with the institutions involved before committing two years of study to the pathway.
