Fulbright, Boren, and the Critical Language Scholarship (CLS) are the three big US-government-backed programs that pay for study, research, or language immersion abroad. They serve different goals: Fulbright funds a full year of study, research, or teaching in 140+ countries, Boren pays for critical-language study abroad in exchange for a year of federal service, and CLS funds an 8-week summer language immersion with no service requirement.

Three programs, three different purposes
Fulbright, Boren, and the Critical Language Scholarship all send US citizens abroad with government funding, but they exist for different reasons. Fulbright builds academic and cultural exchange. Boren trains a pipeline of federal workers with critical-language skills. CLS gets more Americans speaking languages the State Department considers strategically important, with no strings attached afterward. Picking the right one depends on your field, your timeline, and whether you are willing to commit to federal service.
Fulbright US Student Program
The Fulbright US Student Program sends Americans to study, research, or teach in more than 140 partner countries. You need US citizenship and a bachelor's degree by the time the grant starts. Current students usually apply through their college's Fulbright program adviser, while recent graduates and young professionals with limited work experience can apply as at-large candidates.
Fulbright offers four main award types: Study/Research Awards (including creative and performing arts projects), English Teaching Assistant (ETA) Awards, the Fulbright-National Geographic Award, and Fulbright-Fogarty Fellowships in public health. Funding amounts and grant length depend on the specific country award you apply to, so check the country-by-country pages before you write your proposal. Boren Awards
The Boren Award pays for study abroad in a critical language, in regions including Africa, Asia, Eurasia, Latin America, and the Middle East. Boren Scholarships go to undergraduates, and Boren Fellowships go to graduate students.
Undergraduate funding tops out at $25,000 for a program lasting 25-52 weeks, $12,500 for 12-24 weeks, or $8,000 for an 8-11 week summer program (STEM majors only). Graduate funding follows the same tiers, up to $25,000 for a full year, plus up to $5,000 in optional funding for summer domestic language study beforehand. In return, Boren recipients commit to one year of federal service in a position that supports US national security, typically at an agency like the State Department, Department of Defense, or Department of Homeland Security. Deadlines for the current cycle are January 20, 2027 for fellowships and January 27, 2027 for scholarships.
Critical Language Scholarship (CLS)
The Critical Language Scholarship funds an intensive 8-week summer immersion program, with a minimum of 18 hours of formal instruction each week. It covers nine languages split by prerequisite level: no prior study needed for Hindi, Persian, Portuguese, or Swahili, one year of prior study required for Arabic, Chinese, Korean, or Russian, and two years required for Japanese.
CLS pays for instruction, materials, the ACTFL OPI language certification test, academic credit through Bryn Mawr College, international and domestic travel, visa fees, and room and board. It does not cover a US passport, medical exams, or immunizations. Undergraduates and graduate students from any US state, DC, or Puerto Rico qualify, and there is no service requirement afterward.

If you want a full academic year abroad with no payback obligation, Fulbright fits best. If you are already aiming for a federal career and want to build a critical language on the government's dime, Boren makes sense despite the service commitment. If you just want a fully funded summer of intensive language study with the fewest strings attached, apply to CLS.
