What MACEE Does
The Malaysian American Commission on Educational Exchange (MACEE) is Malaysia's Fulbright Commission, set up in 1963 under a binational agreement between Malaysia and the United States. It is one of only 49 Fulbright Commissions worldwide, and it is the only body that accepts, screens, and forwards Fulbright applications from Malaysia. If you want a Fulbright grant as a Malaysian citizen, you go through MACEE , not the US Embassy directly and not the Institute of International Education (IIE) in New York.
MACEE does not make the final award decision. Its job is to recruit strong candidates, run the first rounds of assessment, and recommend the ones it believes will represent Malaysia well in the United States.

Eligibility for the Graduate Study and Research Program
The Graduate Study and Research Program is open to Malaysian citizens who hold at least a Bachelor's degree by the time they would start in the US, and who plan to return to Malaysia after the grant. You need a clear research or study proposal in your field, strong academic records, and solid English proficiency, since your coursework and research in the US will run entirely in English.
Fulbright looks past grades alone. MACEE's screening pays attention to leadership experience, community involvement, and how well your goals connect to Malaysia's development needs, since the program exists to build ties between the two countries, not to fund individual study alone.
Selection Stages: From MACEE to the Fulbright Board
The path from application to grant runs through several stages, each with a different decision maker.
