Germany's DoSV Waiting-List System: How Dialogorientiertes Serviceverfahren Works

What DoSV solves

Before DoSV existed, German applicants could hold several parallel offers from different universities for the same type of degree, blocking places that other students needed while they decided. The Dialogorientiertes Serviceverfahren (DoSV), run by Hochschulstart , fixes this by synchronizing every participating university's admission decisions through one central system, so you hold at most one live offer at a time.

DoSV covers locally restricted (Orts-NC) bachelor's programs, degrees where the university itself sets a capacity limit and ranks applicants, rather than a nationally coordinated subject. Popular business, psychology and computer science programs commonly run through DoSV at universities across Germany.

Registering and applying: BID, BAN, and the university portal

You start by registering directly with Hochschulstart, which issues you an applicant identification number (BID) and an applicant authorization number (BAN). These two numbers link your identity across every university you apply to through DoSV.

You then submit your actual application through each university's own admission portal, entering your BID and BAN so the university can report your application status back to Hochschulstart. Applying to a university does not happen on Hochschulstart's site itself. Hochschulstart only coordinates what happens after you apply.

Why your ranking of choices matters

Inside your Hochschulstart account, you list every program you applied to and order them by real preference. This ranking drives the coordination logic: if you would get into both your third-choice and your first-choice program at the same time, DoSV assigns you the higher-ranked one and releases your place in the lower-ranked program for another applicant.

Ranking a program you would actually decline above one you want costs you nothing directly, but it slows down the whole process for everyone, since DoSV needs your genuine preference order to resolve applications efficiently. Set your list to match what you would actually choose.

The coordination phase: how offers move over weeks, not days

After the application deadline, DoSV enters a coordination phase, where participating universities and Hochschulstart's system exchange ranking data repeatedly and issue updated offers as the picture becomes clearer. For the winter 2026/27 semester, the application phase runs from 2 May to 15 July 2026, and the coordination phase follows from 16 July to 24 August 2026, based on Hochschulstart's published schedule.

This is why offers do not all arrive on a single results day. Your status changes several times during the coordination phase as other applicants accept, decline, or get bumped by higher-ranked candidates elsewhere in the system.

Medicine and other nationally coordinated subjects sit outside DoSV

Medicine, dentistry, veterinary medicine and pharmacy do not go through DoSV. Hochschulstart runs these directly through a separate national procedure, combining a grade-based quota with an additional aptitude quota (AdH) and an additional qualification quota (ZEQ) that let universities weigh test scores, prior training, or other criteria alongside your Abitur average.

For these subjects, first offers under the AdH and ZEQ quotas for the 2026/27 cycle go out from 31 July 2026, with further rounds following as places open. If you apply for one of these four subjects, track your status separately from any DoSV programs you also applied to.

After coordination ends: the Nachrückverfahren

Once the main coordination phase closes, empty places still open up as admitted students decline, fail to enroll, or drop out before the semester starts. Hochschulstart fills these through the Nachrückverfahren (follow-up procedure), posting new decisions on set days, typically Mondays and Thursdays.

Keep checking your Hochschulstart account through this period rather than assuming a rejection is final. If you ranked slightly below the cut-off for a competitive program, a late offer through the Nachrückverfahren is a realistic outcome, not a rare exception.

Programs that skip DoSV entirely

Not every German bachelor's program uses DoSV. Zulassungsfrei (unrestricted) programs admit every applicant who meets the basic entry requirement, no capacity limit, no ranking, no coordination phase. You apply and enroll directly with the university on its own timeline, often with a later deadline than DoSV programs.

Checking whether your target program is Orts-NC, nationally coordinated (medicine and the other three subjects), or zulassungsfrei tells you which process applies before you start your application, since mixing up the three routes is a common and avoidable source of delay.

Practical tips for applicants

• Register with Hochschulstart before your first university application deadline. Missing your BID/BAN setup delays every application linked to it.

• Update your program ranking as soon as your real preferences change, since the coordination phase reacts to your current order, not your original one.

• Check your account status regularly during the coordination and Nachrückverfahren periods rather than waiting for an email notification.

• Keep a separate checklist for medicine, dentistry, pharmacy or veterinary applications, since these follow a different national timeline from DoSV.

• Save every confirmation email from Hochschulstart and each university, since these serve as your proof of application status if a technical issue disrupts the coordination phase.
