Germany's Triple Win Nursing Ausbildung Program for Filipino and Vietnamese Students
By Muntasir Minhaz • Published Aug 07, 2026 • Study Abroad
Triple Win is a joint German government program (GIZ and the Federal Employment Agency's ZAV) that recruits nurses from the Philippines and connects Vietnamese candidates to vocational nursing training in Germany. Filipino applicants join as qualified nurses who go through a recognition process after arrival, while the Vietnamese track trains candidates from the start through a paid nursing Ausbildung.
🎓 Running since 2013, coordinated by GIZ and ZAV (Bundesagentur für Arbeit)
💵 Filipino nurses join through direct recruitment, with a 16 to 24 month process to get their qualification recognized in Germany
📩 Vietnamese candidates typically enter through vocational training (Ausbildung) positions, training as nurses from the ground up in Germany
Both tracks include German language preparation before departure
What Triple Win Is
Triple Win is a recruitment program run jointly by GIZ , Germany's international development agency, and the Zentrale Auslands- und Fachvermittlung (ZAV), the international placement arm of the Federal Employment Agency (Bundesagentur für Arbeit). It started in 2013 to address Germany's nursing shortage while giving nurses from partner countries a structured, legal path into German jobs instead of relying on private recruiters. The Philippines has been a Triple Win partner country since the program's early years, and Vietnam joined as a partner for vocational training placements.
Two Different Tracks
The program runs two distinct pathways depending on your country and existing qualification.
Direct recruitment of qualified nurses: the main route for Filipino applicants who already hold a nursing qualification and some work experience. ZAV and its partner employment agencies select candidates, arrange German language preparation, and place them directly into hospital or long-term care jobs in Germany.
Vocational training (Ausbildung): the route Vietnam has been developing with Triple Win, aimed at younger candidates without an existing nursing qualification. You get placed into a paid, multi-year nursing Ausbildung in Germany, training on the job at a hospital or care facility while attending vocational school, and you qualify as a nurse in Germany itself instead of importing a foreign credential.
Qualification Recognition for Filipino Nurses
A Philippine nursing qualification is not automatically valid in Germany. After placement, Filipino nurses go through a recognition process, commonly 16 to 24 months depending on the required German language level , where the employer supports the nurse in working toward full German recognition while employed, rather than requiring recognition before arrival. During this period, nurses typically work in a supervised or assistant capacity and study for any bridging exams their region requires.
What the Program Provides
German language training before departure, since German hospitals generally require intermediate-level German from incoming nurses.
Placement support matching candidates to specific hospitals or care facilities based on need.
Guidance through recognition procedures and, for the Ausbildung route, enrollment in vocational school alongside paid on-the-job training.
Coordination with Germany's skilled worker visa rules, since Triple Win positions come with a job or training place attached.
Germany's Nursing Ausbildung Structure
Germany's generalist nursing training (Pflegeausbildung) runs three years and combines paid on-the-job placements with vocational school, leading to the Pflegefachmann/Pflegefachfrau qualification recognized across the EU. Vietnamese candidates entering through Triple Win follow this same three-year structure, earning a trainee salary throughout instead of paying tuition.
Why It Differs From Applying to Germany Alone
Applying to Germany independently as a nurse means finding an employer yourself, arranging your own recognition process, and often paying private recruitment or agency fees. Triple Win is free to candidates and screens both the candidate and the German employer, which is part of why GIZ reports more than 8,000 nursing professionals and trainees placed through Triple Win since 2013, with over 6,000 already arrived in Germany, across partner countries including the Philippines, Vietnam, Indonesia, Tunisia and India (Kerala and Telangana). The trade-off is that you go through Triple Win's own selection and language-training timeline instead of applying to a specific hospital directly.
Where to Start
Interested candidates apply through their national employment agency's partnership with ZAV instead of applying to Triple Win directly online. Check current openings and country-specific entry requirements through GIZ's Triple Win page and your national overseas employment authority, since intake rounds are not continuous and depend on hospital demand in Germany.
