Two systems, two jobs

Uni-assist and Hochschulstart.de solve different problems. Uni-assist is a document pre-check service that around 180 German universities use for international applicants. It confirms your foreign qualification meets basic entry requirements, then forwards your file to the university, which makes the actual admission decision. Hochschulstart.de is different, it centrally allocates places in a small set of subjects with a national numerus clausus: medicine, dentistry, pharmacy, and veterinary medicine (uni-assist ).

When you use uni-assist

You apply through uni-assist if you hold a foreign school-leaving or university qualification and your chosen university is a uni-assist member. Check the member list before you start, some universities process international applications themselves without uni-assist. Uni-assist issues a Vorprüfungsdokumentation (VPD), a document stating whether your qualification is formally recognized for German higher education. The VPD does not guarantee admission, individual programs still apply their own grade and language requirements on top of it.

Fees: 75 EUR for your first application in a semester, 30 EUR for each additional university you apply to in the same season (uni-assist ). You pay per season, not per program, so applying to five programs at three universities in one intake still counts as three applications.

When you use Hochschulstart.de

Hochschulstart.de runs the Dialogorientiertes Serviceverfahren (DoSV), a coordination system that matches applicants to places across universities for subjects with nationwide restricted admission. Right now that means medicine, dentistry, pharmacy, and veterinary medicine. Competition for these subjects is intense, and admission depends on a mix of Abitur grade equivalent, waiting time, and university-specific selection tests such as the TMS for medicine.

Some universities also run DoSV coordination for other, locally oversubscribed subjects, even outside the four nationally restricted ones. Check each program's page to see whether it participates before assuming a direct university application is enough.

University application deadlines still apply on top of both systems. Winter semester programs mostly close around July 15, summer semester around January 15, but individual universities set their own exact dates, so check the program page directly rather than assume a fixed date applies everywhere.

Language requirements sit outside both systems

Neither uni-assist nor Hochschulstart checks your German or English language level, that happens separately, through TestDaF, DSH, IELTS, or TOEFL depending on whether the program teaches in German or English. Submit your language certificate alongside your other documents, university admissions offices expect it in your file, not added afterward.

Extra checks for some countries

Applicants from certain countries, including China, Vietnam, and Mongolia, need an APS certificate (Akademische Prüfstelle) confirming their academic record before a German university considers their application. This check runs separately from both uni-assist and Hochschulstart, through the German embassy or consulate in your home country, and it takes weeks to months, so start it early if it applies to you.

Choosing between direct application and uni-assist

If your target university doesn't use uni-assist, you apply directly through the university's own portal instead, uploading similar documents but without the extra VPD fee. This is common at technical universities and some smaller institutions. Direct applications still expect certified copies and, in most cases, official translations of any qualification not issued in German or English.

Practical steps

  • Confirm whether your target university uses uni-assist, handles applications directly, or both depending on the program.

  • Apply for your VPD once per season if you apply to multiple uni-assist universities, it covers all of them.

  • For medicine, dentistry, pharmacy, or veterinary medicine, register on Hochschulstart.de in addition to any university-level application.

  • Start early. Document checks and language certificate requirements take longer to gather than the online forms themselves.
