The January 2026 announcement

Education Minister Tunji Alausa disclosed in Abuja on January 21, 2026 that the Federal Government plans to grant polytechnics degree-awarding powers, ending the distinction between HND and BSc qualifications, according to Naija News . The legislative route

The government's announcement builds on a bill already before the National Assembly. In March 2025, the House of Representatives passed the Federal Polytechnics Act (Amendment) Bill for second reading, sponsored by Speaker Abbas Tajudeen and Hon. Fuad Laguda, Chairman of the House Committee on Federal Polytechnics, according to Kapital FM . The bill seeks to let polytechnics award B.Tech degrees in place of HNDs, raise the qualification bar for polytechnic rectors and remove employment discrimination tied to HND status. It still needs further readings and presidential assent to become law.
