Housemanship and MQA Recognition for Malaysian Medical Graduates Returning from Overseas

Overseas-trained Malaysian medical graduates cannot do housemanship abroad. You register with the Malaysian Medical Council first, then apply through the Ministry of Health's centralised housemanship placement, which runs several intakes a year.
🎓 Your degree must sit on the MMC Second Schedule list, or you sit the Examination for Provisional Registration (EPR) first.
📩 Primary source verification of your degree is required before MMC registration.
⏱️ Housemanship placements are offered through Ministry of Health intakes, roughly six a year.
🏠 Housemanship appointments for overseas-trained graduates have fallen sharply since 2019, though exact year-by-year counts vary by source, so plan for a competitive placement process.
Registration comes before placement
If you studied medicine outside Malaysia, you cannot complete your housemanship overseas and then return to practise. You complete housemanship inside Malaysia, and you cannot start it until the Malaysian Medical Council (MMC) provisionally registers you. Registration is the gatekeeping step, and it depends entirely on where your degree sits on MMC's recognition list.
Step 1: Confirm your degree's MMC status
MMC maintains a List of Recognised Medical Qualifications under the Second Schedule of the Medical Act 1971. If your overseas university appears on this list, you move toward registration once your degree passes primary source verification. Check the current list on mmc.gov.my rather than assuming your university still holds the same status it did when you enrolled, since MMC reviews the list periodically.
If your university is not on the Second Schedule, you are not automatically blocked. You may sit the Examination for Provisional Registration (EPR), provided your medical school appears in the World Directory of Medical Schools. Passing EPR puts you back on the same registration track as Second Schedule graduates.
Step 2: Primary source verification
MMC will not register you, even with a recognised degree, until your qualification passes primary source verification, a direct check with your awarding university through an approved third party. MMC accepts verification through the Educational Commission for Foreign Medical Graduates (ECFMG) EPIC system or through DataFlow Group's TrueProfile.io. Start this process early, since it can take weeks and MMC will not proceed to registration without it.
Step 3: Apply for housemanship
Once provisionally registered, you apply for housemanship through the Ministry of Health's Medical Development Division, which runs the centralised placement process for all Malaysian medical graduates, local and overseas-trained. Placements are offered across several intakes a year at hospitals nationwide. Details on the current intake schedule and application process are published by the Ministry of Health Medical Development Division .
Housemanship runs under the Medical Act 1971, and after completing it you take up compulsory service placement before you can apply for full registration and unrestricted practice. Confirm the current housemanship duration and compulsory service terms directly with the Ministry of Health, since these are periodically reviewed.
Expect a competitive placement
Housemanship appointments for overseas-trained graduates have fallen sharply since 2019, though exact year-by-year counts vary by source. Check current placement numbers with the Ministry of Health Medical Development Division before relying on a specific figure. This means an overseas medical degree does not guarantee a fast placement once you return. Build in time for the registration and placement process when you plan your return, and keep every academic and clinical document from your overseas university ready for verification.
