👥 Provide ID numbers for two guarantors
📄 Upload your ID, result slip, admission letter and passport photo
⏱️ Submit before the application window for your academic year closes
Where to apply
Undergraduate and TVET HELB applications go through the Higher Education Financing (HEF) portal at hef.co.ke rather than the HELB site. Postgraduate applicants apply to HELB directly, so check helb.co.ke for the current postgraduate application channel. The HEF portal is the joint system the Universities Fund and HELB use to assess your financial need and decide your scholarship and loan package, so start there for any new or renewal application.
Step 1: Register or log in
Create an account on the HEF portal with your national ID number (or your KCSE index number if you do not yet have an ID) and a phone number registered in your own name, since HELB sends application updates and one-time codes by SMS. If you applied in a previous cycle, log in with your existing credentials instead of creating a new account.
Step 2: Complete the means test questionnaire
You fill in personal details, your academic information including your KCSE or KCPE index number, and household information covering your parents' or guardians' income, employment, other siblings in school, and any special circumstances such as disability or orphanhood. This questionnaire feeds the Means Testing Instrument that determines your funding band, so answer every section accurately. Incomplete or inconsistent answers are a common reason applications get delayed or flagged for review.
Step 3: Add your guarantors
You need two guarantors, each identified by their national ID number. Guarantors do not need to be relatives, but they should be adults you can reach easily, since HELB may contact them if you fall behind on repayment after you finish your course. Confirm your guarantors are willing before you list them.
Step 4: Upload your documents
A clear copy of your national ID or birth certificate
Your KCSE or KCPE result slip or certificate
Your university or college admission letter
A recent passport-size photo
Your guarantors' ID copies, where the system requests them
Scan or photograph documents clearly before you start the form, since blurry uploads are another common cause of rejected applications.
Step 5: Review and submit
Check every section before you submit, since most fields lock once submitted and corrections require contacting HELB support. After submission you get an application reference number. Keep it, since you need it to track your status and to follow up if you do not hear back within the standard processing period for your intake.
After you submit
Track your application status by logging back into the HEF portal. Once processed, you receive your funding decision, including your scholarship, loan and, for some bands, household contribution amounts, through the portal and by SMS. Respond promptly to any request for additional documents, since delayed responses push your funding disbursement date back and can affect your registration at your institution.
