Huurtoeslag for International Students in the Netherlands: Eligibility Rules Explained

The core rule: you need a self contained home

Huurtoeslag is the Dutch government's rent benefit. The Belastingdienst pays it only to tenants of a zelfstandige woonruimte, a self contained home. Most rented student rooms fail this test because they share a kitchen, bathroom, or entrance with other tenants in the same building.

To count as self contained, your room needs all of the following:

  • Its own entrance door that locks from inside and outside.

  • A private kitchen, not shared with other households.

  • A private toilet, not shared with other households.

  • A shower or bath, a requirement added on 1 March 2024.

If you share the kitchen or the toilet down the hall with other tenants, your room does not qualify, no matter how low your income is.

Two situations where students do qualify

Group rental of one independent home

If you and your flatmates jointly rent one self contained apartment or house on a single contract, you apply for huurtoeslag as a group. The tenant named on the contract applies, and the others get listed as co-residents (medebewoners) on the application.

Older designated student rooms

Some student housing complexes had individual rooms officially designated for huurtoeslag before 1 July 1997. If you live in an older building run by a student housing provider, ask them directly whether your unit carries this designation.

The general conditions still apply

Meeting the housing test only gets you past the first hurdle. You still need to satisfy the standard huurtoeslag rules that apply to every applicant: your rent must sit under the legal rent ceiling, your income and savings must sit under the yearly limits, and you must be registered at the address through the Basisregistratie Personen (BRP). Income and rent limits change every year, so check the current figures on the Belastingdienst huurtoeslag calculator before you apply, rather than relying on an old number you saw somewhere else.

If you have a toeslagpartner living with you, their income and savings count toward the household total, which pushes you over the limit even when your own income is low.

Does DUO student finance affect your claim

Getting a loan or grant from DUO does not stop you from applying for huurtoeslag. The two systems run separately. What matters for huurtoeslag is your housing type, your registered address, and your income and assets, not whether you also receive Dutch student finance. Common reasons rooms get rejected

Applications from students most often fail on the housing type test, not the income test. A shared bathroom down the hall, a kitchenette without a real kitchen, or a room reached through a shared front door without your own locking door all count as non self contained. Ask your landlord or housing provider directly whether your unit is registered as zelfstandig before you apply, so you do not waste time on a claim that gets refused.

If your situation changes during the year

Report changes to the Belastingdienst as soon as they happen, including moving to a different room, a change in income, or a new toeslagpartner moving in. Huurtoeslag runs as a provisional payment based on your estimate for the year. If your final income comes in higher than your estimate, you pay part of it back after the year closes.

Exchange students and short stays

A one semester exchange stay makes a huurtoeslag claim hard in practice, even if you technically meet the housing and income tests. You need a BSN, a DigiD login, and a full BRP registration in place before you apply, and processing takes time. Students on a short exchange often leave before the benefit catches up with their situation, so factor this into your housing budget rather than counting on huurtoeslag to arrive during a single semester abroad.

Social housing versus private rentals

Rooms in housing corporation buildings (corporatiewoningen) are more likely to meet the zelfstandig test than rooms rented from a private landlord, since corporations build many student units to the self contained standard on purpose. A private landlord renting out converted rooms in a house often keeps a shared kitchen or bathroom specifically because it is cheaper to build, which is exactly the setup that fails the huurtoeslag housing test.

If your application gets refused

Object to a Belastingdienst huurtoeslag decision (bezwaar) within the deadline stated on the decision letter, generally six weeks under Dutch administrative law. Include your grounds and any evidence, such as a floor plan or a statement from your housing provider confirming your room's self contained status. A rejection on the housing test is one of the few outcomes worth appealing if you believe your provider misclassified the unit.

How to apply

Apply online through the Belastingdienst using DigiD, which requires a Dutch BSN (citizen service number) and a registered address. International students need to arrange a BSN and DigiD through their municipality first, before they submit a huurtoeslag application at all.
