ITIN Versus SSN for International Students: Which One You Actually Need

By Muntasir Minhaz • Published Sep 30, 2026 • Updated Sep 30, 2026

TL;DR

A Social Security Number (SSN) is for students with a job in the US. An Individual Taxpayer Identification Number (ITIN) is for students without a job who still need to file a tax return. Eligibility decides which one you need, not preference.

  • 🆔 SSN: requires a job offer plus a letter from your school

  • 📝 ITIN: requires Form W-7 filed with your tax return or an exception

  • ⏱️ ITIN processing takes about 7 weeks, longer in peak season

  • 🏦 Some banks accept an ITIN or a passport if you have no SSN yet

  • 🚫 An SSN is not available to open a bank account alone, it requires actual work authorization

ITIN Versus SSN for International Students: Which One You Actually Need

SSN or ITIN: the short answer

A Social Security Number identifies students who have a job in the US. An Individual Taxpayer Identification Number identifies students who do not have a job but still need to interact with the US tax system, most often to file a return that reports scholarship income or to claim a tax treaty benefit.

You qualify for one or the other, not both, and eligibility depends on your work status, not on which one is easier to get.

What a Social Security Number does

An SSN identifies you for work and earnings reported to the government. F-1 students qualify for one only after securing employment: on-campus work, Curricular Practical Training (CPT), or Optional Practical Training (OPT).

Without a job offer, the Social Security Administration will not issue a number, there is no exception for students who want one for banking or identification alone.

How to apply for an SSN

Ask your school's international student office for a letter confirming your enrollment, program status, and the details of your job: employer name, supervisor, and hours. Bring that letter, evidence of the job itself such as a signed offer letter or a recent pay stub, your passport, I-94 arrival record, and I-20 to a Social Security office.

Apply no earlier than 30 days before your employment start date. Take original documents, the office needs to see them in person.

What an ITIN does

An ITIN exists only for federal tax reporting. It does not authorize work and it does not make you eligible for Social Security benefits, a driver's license, or any employment. Students typically need one when they have taxable income that is not from employment, such as a taxable portion of a scholarship, or when they must file a return to claim a benefit under a tax treaty between the US and their home country.

How to apply for an ITIN

File Form W-7 together with a US tax return, according to the IRS . F and M students also attach a certification letter from their school listing their name and SEVIS number, a copy of Form I-20, and proof of identity and foreign status.

A valid passport alone satisfies both proof requirements. Without one, two separate documents are required.

Send the package by mail to the IRS ITIN Operation in Austin, Texas, or bring it in person to an IRS Taxpayer Assistance Center or a Certifying Acceptance Agent, both of which authenticate documents on the spot so you keep your passport with you. Mailed passports and other identity documents are returned to the address on the form within 60 days. Processing takes about 7 weeks, and 9 to 11 weeks during the January-April filing season or for applications sent from outside the US, as of August 2026, per the Study in the States program.

Which one do you need

  • Starting on-campus work, CPT, or OPT: apply for an SSN.

  • No job, but a scholarship counted as taxable income, or a tax treaty benefit to claim: apply for an ITIN together with your tax return.

  • Already hold an SSN: use it on every tax form. Do not also apply for an ITIN, the IRS rejects the request.

  • No job and no taxable non-wage income yet: neither number is needed for tax purposes yet, though nonresident F-1 and J-1 students still file Form 8843 every year regardless of income, to record their nonimmigrant status with the IRS.

If your situation changes

Students who file with an ITIN and later find on-campus work or start OPT apply for an SSN at that point and switch to using it on all future tax filings and other paperwork. Do not keep using an old ITIN once an SSN is issued, the IRS expects one identifier per person going forward.

Using either number for banking

Most US banks ask for an SSN or ITIN when you open an account, alongside your passport and proof of address. Ask your branch what it accepts before your appointment.

Some banks open an account on a passport alone while either number is pending, then add the number to your file once it arrives. Some states also ask for an SSN, an ITIN, or a Social Security denial letter when issuing a driver's license or state ID. Requirements differ by state, so check your state DMV directly.
