Joint European Degree Label begins rolling out across EU universities from mid-2026

The EU's new Joint European Degree Label starts rolling out from mid-2026, a quality mark for bachelor's, master's and doctoral programmes taught jointly across countries. Evaluation runs through 2028, before the EU decides whether to build a full European degree.

A quality label for degrees taught across borders
The EU's Joint European Degree Label marks joint bachelor's, master's and doctoral programmes that universities in different countries deliver together and that meet a shared set of European criteria. Programmes apply for the label alongside their regular quality checks or as a standalone assessment, once the scheme opens from mid-2026. See the European Education Area page on the label.
Since the Bologna Process began in 1999, European countries have shared a common credit system, ECTS, and a common degree cycle structure. Quality assurance itself stays national. Each country keeps its own accreditation agency and legal recognition rules, so a joint programme spanning two or three countries usually needs separate sign-off from each one, which slows recognition down and adds paperwork on both sides.
Quality agencies registered with EQAR, the European Quality Assurance Register for Higher Education, carry out the assessment. They score two areas: how the programme is organized, meaning its structure, joint governance and shared admission and exam rules, and its European dimension, meaning interdisciplinary content, employability, digital tools, inclusiveness and environmental sustainability.
Where the label sits in a longer plan
The label follows a Council Recommendation approved on 12 May 2025 that set out a three-step path toward deeper EU-wide degree cooperation. Read the background from the European University Association .
By mid-2026: finalize the label's design and criteria.
2026-2028: roll out the label and evaluate results across participating programmes.
2029: review the evidence and decide whether to move toward a full European degree.
A full, EU-recognized European degree, one a university could award without routing it through separate national accreditation in each country, would not arrive before 2030 at the earliest, and only if the 2026-2028 evaluation supports it.
The label sits alongside existing joint-degree funding such as Erasmus Mundus Joint Masters, which already funds full scholarships for students on selected multi-country programmes. The label itself does not fund student places. It certifies quality and eases recognition, so an Erasmus Mundus programme, or any other multi-country joint degree, could apply for it once the scheme opens.
What changes for students
Today, a joint degree between, say, a Dutch and an Italian university needs separate recognition checks in each country, which slows down job applications and further study elsewhere in the EU. A labelled programme carries one shared quality mark that institutions and employers across participating countries recognize without extra paperwork.
No programme holds the label yet, since applications only open once the rollout starts in mid-2026. Once programmes start applying, look for the label on the programme pages of joint degrees involving two or more EU universities, and check whether your target programme's quality assurance agency is EQAR-registered.
