Why these countries attract ASEAN students

MBBS programs in Russia, Kazakhstan and Kyrgyzstan cost far less than private medical schools in Malaysia, Indonesia, the Philippines or Vietnam, and many take students directly after high school through an English-medium track. Several universities also skip the competitive entrance exams that gate government medical school seats at home. For students who fall short of a government seat, or cannot afford private tuition at home, this looks like a direct route into a medical career.

That is the appeal on paper. The real question is whether your home country's medical council treats the degree as valid once you return to practice.

Start with the World Directory of Medical Schools

The World Directory of Medical Schools (WDOMS) lists medical schools that meet accreditation standards recognized by the World Federation for Medical Education. If you plan to sit exams such as the USMLE later, or apply for further training outside your home country, your school needs a current WDOMS listing with the right sponsor note. Search the listing for your target university and confirm it is active before you pay a deposit.

A WDOMS listing does not guarantee your home country's medical council will register you. That decision sits with each national council separately.

How three home councils treat these degrees

The Malaysian Medical Council (MMC) registers graduates automatically only when their exact university and qualification sit on the Second Schedule of the Medical Act 1971. MMC does not approve entire countries, so search the current Second Schedule for your target university's exact name before you enroll in Russia, Kazakhstan or Kyrgyzstan. If your university is not listed, you sit the Malaysian Qualifying Examination (MQE) and complete supervised housemanship before MMC grants full registration.

The Konsil Kedokteran Indonesia (KKI) treats every foreign medical degree the same way, regardless of country. Your diploma needs legalization from the Directorate General of Higher Education (DIKTI), and you complete a competency evaluation before KKI issues your Surat Tanda Registrasi (STR), the certificate that lets you practice. Graduates from Russia or Central Asia go through the same evaluation as graduates of any other foreign school.

Vietnam's Ministry of Health does not automatically accept a foreign medical practicing license. It reviews your qualification and issues a written decision, typically within 30 days of a complete file, unless a treaty between Vietnam and your country of study simplifies the process. Vietnam has passed a law (Law No. 15/2023/QH15) creating a National Medical Licensing Examination , but it is not active yet: doctors applying for a license in 2026 still go through the existing certificate-based process, and the exam applies to applications from January 1, 2027, with the first sitting set for December 2027. Confirm the current status with the Ministry of Health or National Medical Council before you build a study plan around this requirement.

Clinical training gaps to check before you enroll

Low tuition at these medical schools often comes with smaller clinical training budgets. Ask specific questions before you enroll: how many supervised patient contact hours does the program give you, and which language do clinical rotations run in. Programs that teach lectures in English but run hospital rotations in Russian, Kazakh or Kyrgyz can leave you unable to communicate directly with patients during training, a gap some home councils flag during their evaluation.

Ask current students or recent graduates from your home country about their clinical rotation experience directly, rather than relying on university marketing material or an agent's summary.

Weigh total years to registration, not just tuition

A cheaper degree that adds a year of exams and supervised training after graduation ends up costing close to, or more than, a directly recognized medical degree once you count lost income and exam fees. Compare the total years to full registration at home against tuition savings abroad before you commit.

Steps to verify before you apply

• Search the WDOMS listing for your target university and confirm its sponsor note status.

• Check your home medical council's registrable qualifications list for the exact university name, not just the country.

• Email the council directly and ask whether graduates from that specific university have registered successfully before.

• Ask about the language of clinical rotations and supervised patient contact hours.

• Budget for a qualifying exam or competency evaluation as a likely extra step, not an exception.
