Where you apply
Luxembourg has no shared national application portal like UCAS or Studielink. You apply directly on the University of Luxembourg website, program by program, since Uni.lu is the only public university in the country.
You fill in an online form for your chosen bachelor's or master's program, then send your documents to the Students' Department (SEVE), the office that processes admissions and enrollment, according to guichet.public.lu , Luxembourg's official government portal.

Who applies through the standard route

Luxembourg nationals

If you fall outside these groups, third-country national procedures apply, with extra steps around residence permits and, depending on your nationality, a national visa before you travel.
Getting your foreign diploma recognized

Non-EU students: the residence permit process
If you need a visa, admission is only step one. Before you travel, request a temporary authorization to stay from the Direction générale de l'immigration, according to guichet.public.lu . You need your passport, a criminal record extract, proof of admission to a full-time program, and proof that your financial resources reach at least 80% of the current social inclusion income amount. Nationals of visa-required countries then apply for a type D visa at Luxembourg's diplomatic mission once the temporary authorization comes through.
After you land, register with your local commune within 3 days, bringing your passport, temporary authorization and proof of address. Book a medical examination, including a tuberculosis test. Submit your residence permit application within 3 months of arrival, along with your commune registration and enrollment proof, plus an 80 euro processing fee. Start this chain early. Uni.lu does not charge a separate application fee. Build your timeline backward from the deadline
6+ months before: check your target program's specific deadline and document list. The general bachelor window hides earlier cutoffs for competitive programs.
4+ months before: start diploma recognition if your qualification comes from outside Luxembourg. This step alone takes weeks.
3 months before: gather certified copies and, where required, official translations of your diploma and transcripts into French, German or English.
After acceptance: start your residence permit process if you need one, then apply for housing and state financial aid in parallel rather than one after another.

Once SEVE confirms your file is complete, you get an admission decision on your program's own timeline. Some master's programs run entrance interviews or exams, so check the program page rather than assume the general process covers every detail.
