How to Get Into University in Malaysia: Requirements, Exams and Deadlines
By Muntasir Minhaz • Published Aug 07, 2026 • Study in Southeast Asia
Getting into a Malaysian public university runs through the UPU Online portal using your SPM, STPM, Matriculation or Diploma results, with up to 12 ranked programme choices (minimum 6 required) and a main application window in February to March. Private universities and foreign branch campuses take direct applications year-round instead.
📩 Apply for public universities (IPTA) only through UPU Online, never directly to the university
⏱️ STPM/Matriculation applicants apply February-March, with a results-update window in April-May

Your qualifying credential decides your route
SPM, taken at the end of Form 5, is the baseline credential for every path into Malaysian higher education. From there, you choose between Form 6/STPM, Matriculation, a foundation programme (Asasi) or a diploma, and each one feeds into degree admission through a different door. Matriculation seats are limited and mostly reserved for Bumiputera students, so most non-Bumiputera SPM leavers head into Form 6/STPM or a private foundation programme instead. Pick your route based on the subjects you scored well in at SPM and the entry requirements of your target degree, not on which route feels shorter, since a mismatched route costs you a repeated year.
| Credential | Typical duration | Leads to |
|---|---|---|
| SPM | End of Form 5 | Matriculation, Form 6/STPM, foundation, diploma, or direct private university foundation entry |
| STPM (Form 6) | 1.5-2 years after SPM | Bachelor's degree via UPU, at an IPTA or IPTS |
| Matriculation | 1-2 years after SPM | Bachelor's degree via UPU, mostly through the Ministry of Higher Education's matriculation colleges |
| Diploma | 2-3 years after SPM | Bachelor's degree via UPU credit transfer, or direct private application |
| Foundation (Asasi) | 1 year after SPM | Bachelor's degree, mostly at the sponsoring university |
Apply for public universities through UPU Online
Public universities, polytechnics and community colleges only take applications through UPU Online , the centralized portal run by the Ministry of Higher Education. You cannot apply directly to an IPTA. For STPM, Matriculation, Asasi and Diploma holders, the main UPU application window runs from February to March, based on the results release around that time. A separate results-update window lets late STPM or equivalent results feed back into your application. The 2026 cycle's update window ran from 13 April to 15 May 2026. You need a PIN to access the portal, purchasable at BSN ATMs or through the BSN app.
Rank up to 12 programme choices in order of genuine preference, with a minimum of 6 required, since UPU matches you to the highest-ranked choice you qualify for, not necessarily your top pick. Put your most wanted programme first even if your results seem to put it out of reach, since the system checks it before moving to your second choice.
Selective programmes add their own tests and interviews
Medicine, dentistry, pharmacy, law and some engineering programmes at IPTA set a higher merit bar inside UPU and often add a separate step: an aptitude test, a panel interview, or both, run by the individual university or faculty. Most degree programmes also require a minimum Malaysian University English Test (MUET) band, with competitive programmes generally expecting a higher band than the general entry minimum. Confirm the exact MUET band and any extra test for your target programme directly on that university's admission page, since requirements differ by faculty and change between intakes.
If you are unhappy with your UPU offer, file an appeal
UPU runs an appeal process, known locally as rayuan, for applicants who receive an offer below their preferred choice or no offer at all. The appeal window opens shortly after the main offer release and needs a fresh submission through the same UPU Online portal, generally with updated results or supporting documents attached. An appeal does not guarantee a different outcome, since it still runs against the same merit ranking and available seats, but it is the only official route to a second look, rather than reapplying the following year. Keep your foundation, diploma or private university applications running in parallel while an appeal is pending, since an appeal outcome takes weeks and most private intakes will not wait that long for your decision.
Private universities and branch campuses run their own admissions
Private universities (IPTS) and foreign branch campuses do not use UPU. Apply directly to the university, generally with rolling deadlines across 2 to 3 intakes a year, commonly February/March, June/July and September/October. Entry accepts a wider range of qualifications, including SPM plus a foundation year, A-Levels, IB, or a diploma, and offers usually arrive faster than the UPU process since each application runs on its own timeline rather than a centralized matching round.
Build your application timeline backward from your intake
Register for MUET and any subject-specific test the moment you start Form 6, Matriculation or your diploma's final year
Watch for the UPU application window opening announcement, since exact dates shift slightly each year
Gather your birth certificate, SPM/STPM slip and passport-sized photos ahead of the window, since UPU processes fastest with a complete first submission
Apply to 2 or 3 backup private universities in parallel if your programme of choice is highly competitive at IPTA level
Check your UPU result through the portal or the UPUPocket app on the announced release date
File your UPU appeal immediately if your offer disappoints, since the appeal window is short and does not reopen
Confirm your seat and complete matriculation paperwork by the university's deadline, since unclaimed offers usually pass to the next-ranked applicant
