Mandarin Language Centers in Taiwan: A Path to Degree Admission

Why language study comes first for many ASEAN students
Most Taiwanese degree programs taught in Mandarin expect a working proficiency level before admission, and many scholarship-funded degree tracks list a Chinese test score as a formal requirement. For ASEAN students who did not study Mandarin in secondary school, a Mandarin Training Center (MTC) is the practical bridge: a semester or year of structured language study that gets you to the level a degree program needs, taught on the same campus where you can later apply.
How Mandarin Training Centers work
Nearly every public and major private university in Taiwan runs its own MTC, each accredited and each teaching a similar core curriculum built around listening, speaking, reading and writing Mandarin, with small class sizes and frequent placement tests. You enrol directly with the MTC rather than through the general university admissions office, and terms typically run on a quarterly cycle so you can join multiple times a year rather than waiting for a single annual intake. Most MTCs also prepare students for the TOCFL (Test of Chinese as a Foreign Language), the proficiency test many Taiwanese degree programs and scholarships use as their benchmark.
The Huayu Enrichment Scholarship
Taiwan's Ministry of Education funds MTC study directly through the Huayu Enrichment Scholarship (HES), open to students from ASEAN and other partner countries. For the 2025 cycle, the scholarship pays a fixed monthly stipend of NT$28,000 (roughly USD 875), with terms available in 2-month blocks (June-July or July-August), or in 3, 6, 9 and 12-month blocks running from September 2025 through August 2026, according to the Taiwan Scholarship and Huayu Enrichment Scholarship Program's official guidelines . The stipend is meant to cover tuition, textbooks, rent and daily living costs together, not as a separate allowance on top of them.
Because the first payment does not arrive until after you enrol, budget savings to cover your first month of rent, tuition prepayment and setup costs before you travel. Apply through the Taiwanese representative office in your home country (the Taipei Economic and Cultural Office network handles this for most ASEAN countries), not through the MTC directly, since the scholarship itself is government-administered.
How language study connects to degree admission
Finishing an MTC term does not automatically enrol you in a degree program at the same university. You still submit a full application through that university's international admissions office, including transcripts from your home country and, for most programs, a TOCFL score at the level the program specifies. What the MTC route buys you is time and proof: a semester or two studying and living in Taiwan gives you a realistic sense of the university and city before you commit to a multi-year degree, and a documented TOCFL score from a recognized test center strengthens a degree application that would otherwise rely only on secondary school transcripts.
If your Mandarin is already at an intermediate level, a shorter 3 or 6-month HES term aimed squarely at TOCFL preparation is usually more efficient than a full year. If you are starting from zero, budget for at least two consecutive terms, since most MTCs place first-time students in beginner classes regardless of how quickly you expect to progress.
