The fee-equality rule you already have
Every EU country has to charge you the same tuition as its own students once you move there to study, under the EU's non-discrimination rule for citizens who use their right to free movement. This covers course fees at the university where you enroll, not your fees back home, and it applies from your first year.
The rule sets a floor, not a ceiling. It stops a host country from charging you more than its own students, and it gives you access to the same fee-related grants nationals get. It does not force any university to lower fees further for strong applicants. The Your Europe portal confirms both sides of this: equal course fees, and equal access to grants that cover those fees, nothing more.
University of Amsterdam shows the floor in practice. Dutch students and other EU/EEA students both pay the statutory tuition fee of €2,694 for the 2026-27 year, according to the university's fee page . Nobody pays less for having top grades at that flat rate. The fee follows national policy and applies the same way to every EU/EEA applicant who has not already earned a degree in the Netherlands.
Merit waivers sit on top of that floor
A merit-based tuition waiver is a discount a university funds itself, separate from any EU rule. The university decides how much to cut, who qualifies, and how long the program runs, based on its own budget and recruitment goals. It changes the amount or drops the program between intakes at will.
Two patterns repeat across universities that run these waivers. Some fold the decision into your admission review: a strong file wins you both an offer and a discount in the same letter, with no extra form to fill in. Others run a short, separate process that opens only after you already hold an offer, where you submit a form, a statement, or updated documents within a set window.
How three universities run merit waivers
The amounts and process vary widely by country and by university, even for otherwise similar EU applicants.

The Amsterdam row is the baseline, not a waiver. It shows what you pay when no merit program sits on top of the statutory fee. Bocconi and Trinity show two different ways universities add a discount above that kind of floor once academic performance enters the decision.
When to apply
Check whether your target university folds the waiver into admission, or runs it as a separate step, before you plan your timeline.
🎓 If the waiver is automatic, like Bocconi's Merit Award, you do nothing extra. Submit the strongest application file you can, since your grades and dossier are the entire selection basis.
📩 If the waiver needs a separate form, like Trinity's EU Excellence Scholarship, wait for your course offer first, then apply within that university's own window. Missing the deadline after your offer usually forfeits the award for that intake.
⏱️ Apply to your course as early as the university allows. Early admission decisions give you more runway before a scholarship deadline that sits weeks or months later.
What to check before you count on a waiver
Confirm the waiver applies to your fee status. Some awards state that they exclude students already paying the statutory EU rate and target only students on higher, non-EU fee brackets.
Read the renewal terms. Bocconi requires students to complete each year on schedule and earn a minimum credit count to keep the award into later years.
Check whether the waiver excludes specific programs. Trinity's EU Excellence Scholarship, for example, does not cover every postgraduate course at the university.
Treat the statutory fee-equality rule and any merit waiver as two separate questions. Confirm your fee status first, then look for a waiver on top of it.
