Military Conscription, the Draft Lottery and ROTC (รด.) Deferment for Thai Male University Students

TL;DR

Every April, Thai men who turn 21 draw a lottery card: red means two years of mandatory service, black means exemption. University enrollment defers the draft until graduation or age 26, and finishing three years of the รด. (Ror Dor) program exempts you from the draft lottery entirely.

  • 🎓 University students defer conscription until graduation or age 26.

  • 🎲 The lottery runs every April: red card means 2 years of service, black card means exemption.

  • University graduates drafted through the lottery serve a reduced 1-year term instead of 2 years.

  • Volunteers who sign up ahead of the lottery serve only 6 months.

  • Completing the full 3-year รด. (Ror Dor / NSVK) program grants full exemption from the draft lottery.

  • Partial รด. completion still reduces your service term if drafted later.

How the draft lottery works

Thailand requires military service from Thai male citizens, enforced through an annual conscription lottery held every April. Men who turn 21 in that year, along with those who registered but did not serve in previous years, report to their district office and draw a card: red means two years of mandatory service, black means exemption from that year's draft.

Men who volunteer for service ahead of the lottery serve a shorter term of six months rather than risk drawing a red card and owing two years. University graduates who get drafted through the lottery also serve a reduced term, one year instead of two, since the military credits the extra education.

Deferring the draft while you study

Enrolling in university defers conscription rather than removes it entirely. You register your student status with your local district office, and your deferment holds until you finish your degree or turn 26, whichever comes first. Once you graduate or hit that age limit, you return to the lottery pool for the next April draw, unless you already hold a รด. exemption.

Registration needs to stay current every year you defer. If you drop out, change status, or stop being a full-time student without formally updating your registration, the deferment lapses, and missing the draw itself carries legal risk, including fines and a possible criminal record for failing to report.

The รด. (Ror Dor) program: earning a full exemption

Thailand's Territorial Defense Students program, known as รด. (Ror Dor) or นักศึกษาวิชาทหาร (NSVK), trains students with the Reserve Command outside their normal academic schedule, usually on weekends, starting in the final years of high school and continuing into university. The program runs three years total.

Completing the full three years earns exemption papers, taking you out of the conscription lottery entirely once you reach the qualifying age. Completing only one or two years does not earn a full exemption, but the military still credits that training, meaning a shorter service term than the standard two years if you get drafted later.

รด. training runs through offices attached to many Thai high schools and universities, coordinated by the Reserve Command under the Ministry of Defence . Ask your school or university's รด. office or student affairs office about enrollment windows, since registration typically happens early in the academic year and spots run limited.

What this means for your study plan

If you are a Thai male student, decide early whether to pursue รด. training. Starting it in high school and finishing the three years before you reach draft age removes the yearly uncertainty of the lottery altogether. If you skip รด. and rely on a university deferment instead, track your registration status carefully each year and plan for the possibility of a one-year service term after graduation if you get drafted.

Foreign-passport students and dual nationals should check their specific status with their embassy or the Reserve Command, since obligations differ based on how and when Thai citizenship was acquired.

Verify current details before the draw

Conscription rules, exact lottery dates and รด. program terms get set and adjusted by the Royal Thai Armed Forces Reserve Command and the Ministry of Defence. Confirm the current year's registration deadlines, deferment paperwork and รด. enrollment windows directly with your university's military affairs or รด. office rather than relying on a general description, since local procedures shift and penalties for missing a required step land on you personally.
