Institutions that teach in Montenegro
The University of Montenegro (UCG) in Podgorica is the country's only public university, with faculties spread across several towns. Alongside it, Montenegro has 3 private universities, 4 independent private faculties, and 1 independent public faculty, according to the Eurydice national description . Every institution needs an accreditation certificate from the Agency for Quality Assurance of Higher Education and a work license from the Ministry of Education, Science and Innovation before it enrolls students, under the 2025 Law on Higher Education .
Most teaching happens in Montenegrin. Some private institutions and international-facing programs teach partly or fully in English, so check the language of instruction on each program page before you apply.
The three-cycle degree structure

Integrated long-cycle programs
A handful of fields skip the separate bachelor and master split and run as one integrated program instead.
Teacher training, architecture and pharmacy: 5 years, 300 ECTS
Medicine and dentistry: 6 years, 360 ECTS
Finish one of these and you qualify to enter doctoral study directly, without a separate master's degree in between.
How the academic year is organized
The 2025-26 academic year opens in September 2025 and closes in September 2026. Teaching runs in two semesters of 14 weeks each, with exam windows between them: January to February, June to July, and a final resit period in August to September, per Eurydice .
This calendar gives you 3 exam sessions a year to pass a course, more room to recover from a failed exam than the single-resit systems common in Western Europe.
Where Montenegro fits in the European picture
Because the system follows Bologna rules, your ECTS credits and diploma supplement carry over to other European countries the same way degrees from France or Germany do. Universities across the European Higher Education Area recognize a Montenegrin bachelor's degree, so continuing a master's abroad or coming to study in Montenegro after a degree from elsewhere works through the standard ECTS credit transfer process.
The system is smaller and less crowded than in large Western European countries. One public university means fewer competing institutions to compare, and admission at popular faculties still runs through competitive entrance rules rather than open enrollment.
