How University Admission Works in Mozambique

Mozambique has no single national placement system. Each public university, led by Universidade Eduardo Mondlane (UEM), runs its own admission exam after you finish 12th grade, and competition for public spots is intense.

No single national placement system
Mozambique does not run one central exam or matching system for university places. Each public university sets its own admission exam and publishes its own edital (official notice) with dates, requirements, and available seats for each course. Private universities and institutes set their own criteria too, and many admit on a rolling basis throughout the year rather than on one fixed date.
The Ministério da Ciência, Tecnologia e Ensino Superior (MCTES) sets national policy for higher education, while the Conselho Nacional de Avaliação da Qualidade (CNAQ) checks that institutions and their courses meet minimum standards. Since there is no shared calendar across universities, research your target institutions in parallel rather than assuming their deadlines line up.
What you need before you apply
You need your 12th grade certificate (12ª classe) to enroll at any public or accredited private university in Mozambique. Public universities set their admission exam schedule around the release of national secondary school results, so any delay in that release pushes the university calendar back too. In the 2025 cycle, UEM rescheduled its admission exams to January 28-31, 2025 after delays in the final assessments for secondary education. Watch for similar announcements from your own target university close to the exam period.
How the admission exam process works
UEM, the country's oldest and largest public university, illustrates the process most public institutions follow.
Read the official edital published by the university, listing courses, seat numbers, exam dates, and required documents.
Register online (prescrição) through the university's admission portal before the stated deadline, using the exact document list from the edital.
Pay the registration fee to confirm your application and lock in your exam slot.
Prepare for the subject-specific admission exams tied to your chosen course, working from any past-paper guidance the university publishes.
Sit the exams on the scheduled dates at the assigned venue.
Check the published results list for your name, score, and course placement.
Complete matrícula (enrollment) with your 12th grade certificate and other required documents within the stated window.
Register for your course units and begin classes.

Distance learning uses a different route
If you apply to a distance learning course, you generally do not sit the written admission exam. Instead, the university reviews your documents directly through a concurso documental (documentary contest), checking your 12th grade results and other paperwork against the course requirements. This route suits students who work or live far from a campus and cannot travel for an in-person exam.
How competitive public places are
Demand for public university places outstrips supply by a wide margin. In the 2025 cycle, 25,247 candidates competed for 4,610 undergraduate places at UEM, meaning fewer than one in five applicants got a spot. Expect similar or tighter ratios for popular courses like medicine, engineering, and law at any large public university, and prepare a backup option before results day rather than after.
Check accreditation, not just the name
Mozambique has grown from a single higher education institution in 1962 to more than 60 public and private universities and institutes. Not every course at every institution holds full accreditation. CNAQ rates institutions and courses as Fully Accredited (valid five years), Conditionally Accredited (valid two to three years), or Not Accredited. Ask any university for its current CNAQ status for your specific course before you apply, especially at newer private institutions where standards vary more than at the older public universities.
If you miss a public university spot
Missing the cut at your first-choice public university does not end your options.
Apply to a second public university with a later exam date or a course with more available seats.
Apply to an accredited private university, most of which admit on a rolling basis rather than one fixed exam date.
Consider a distance learning course at the same institution through the document-based review route.
Retake the admission exam the following cycle after reviewing where you lost marks.
Whichever route you take, confirm the course's CNAQ accreditation status before you pay any fee, so the qualification you work toward is one employers and other institutions recognize.
Plan your year around results day
Public universities publish results within weeks of the exam, and matrícula windows close fast once results are out. Keep your original 12th grade certificate, ID, and passport-size photos ready in advance rather than scrambling to gather documents after seeing your name on the list. If your first-choice course fills up but the same university offers you a related course, ask your admission office whether you can transfer once you are enrolled, since some institutions allow an internal course change after the first year.
