Newfoundland and Labrador still issues provincial student loans, but its Debt Reduction Grant Program converts your provincial loan balance into a non-repayable grant once you graduate and meet the rules. Since August 1, 2025 the province also pays a separate Tuition Relief Grant of up to $4,200 a year to lower and middle income Memorial University students.

How Newfoundland and Labrador's student aid works
StudentAidNL runs one application that assesses you for both federal and provincial assistance at the same time. Both loans and grants are available through this combined assessment, so the province has not removed provincial loans outright. What changed is what happens to that provincial loan once you graduate, plus a new grant added in 2025.
The Debt Reduction Grant Program
Newfoundland and Labrador runs a Debt Reduction Grant Program that converts up to the full amount of your outstanding provincial student loan into a non-repayable grant, provided you finish an eligible bachelor's degree program within the province and meet a set of conditions.
- Finish your program within 10 years of when you started it.
- Enrol in a program that runs at least 60 weeks if you started on or after August 1, 2025, or at least 80 weeks if you started earlier. The August 2025 change is not applied retroactively , so your enrolment date decides which threshold applies to you.
- Borrow more than $165 a week of study under the provincial loan.
- Keep at least an 80% course load through your program.
- Receive assistance for at least half of your total program length.

The Tuition Relief Grant, added August 2025
From August 1, 2025, the province pays a separate Tuition Relief Grant of up to $4,200 a year to low and middle income students at Memorial University. This grant is needs-based and comes on top of the assistance you already qualify for through StudentAidNL, rather than replacing it. It applies regardless of whether you also qualify for the Debt Reduction Grant Program, since the two target different points in your studies: one lowers your cost while you are enrolled, the other clears loan debt after you finish.
Other NL grants worth knowing
StudentAidNL also runs an NL Part-Time Incentive Grant for part-time students and an NL Early Childhood Education Grant for students training in that field. Students with disabilities apply for the Canada Student Grant for Services and Equipment through the same combined application, rather than a separate one.
The catch: overawards convert back into a loan
If StudentAidNL pays you more NL Student Grant than you were entitled to, the overaward does not stay a grant. Once you enter repayment, StudentAidNL converts any outstanding overaward into a repayable NL Student Loan . Report changes in your enrolment, income or course load promptly so your award stays accurate and you avoid this conversion.
What this means for your total aid
Apply through the single StudentAidNL application every year you study, since it assesses your federal and provincial aid together. Track your program's start date against the August 1, 2025 threshold if you are counting on the Debt Reduction Grant Program, because it decides whether your program needs to run 60 or 80 weeks to qualify.
