NOUN Nigeria Degree Recognition for NYSC and Job Applications

Accreditation is not the disputed part

The National Open University of Nigeria is a federal university established by Act and accredited by the National Universities Commission. Its degrees carry the same formal legal standing as degrees from contact universities, and NOUN publishes program accreditation status on its official site . The National Assembly amended the NOUN Act in 2017 and the amendment received presidential assent in December 2018, giving the university the same powers, functions and administrative structures as other Nigerian universities, according to Vanguard .

What is disputed is what that amendment delivered in practice. Two specific gates, national service and the Nigerian Law School, have moved slowly and separately.

Where the NYSC question stands

NOUN graduates have not been mobilised for the National Youth Service Corps. Instead of a call-up letter, they receive a Letter of Exclusion, which tells employers and licensing bodies that the holder is not required to serve. The exclusion traces back to how NOUN graduates were classified. A group of law graduates told Punch in December 2018 that NYSC letters issued to NOUN graduates since 2013 carried an Open and Distance Learning clause that excluded them regardless of age, and that employers rejected applications over that clause.

In April 2024, several outlets reported that President Bola Tinubu had directed NOUN graduates into the NYSC scheme at the university's 13th convocation. NOUN issued a statement on 19 April 2024 calling those reports entirely false and inconsistent with the content of the speech.

At NOUN's 14th convocation on 12 April 2025, where 17,420 students graduated, Pro-Chancellor Isa Yuguda asked the President to ensure full implementation of the NYSC scheme for NOUN graduates, saying approval had been granted but implementation challenges remained. A year later, at the 15th convocation on 18 April 2026, NUC Executive Secretary Abdullahi Ribadu told the ceremony the commission would engage NYSC on possible policy changes, noting that NOUN was producing graduates under 30 who would be age-eligible to serve, as reported by the News Agency of Nigeria . A pledge to engage is not a mobilisation policy, so plan around the exclusion letter until NYSC publishes something different.

Getting your NYSC exclusion letter

NOUN documents the process on its exclusion letter page . The steps run through the NYSC portal at portal.nysc.org.ng.

1. Check the Senate list or its equivalent at the bottom of the portal homepage to confirm your name was uploaded

2. Return to the homepage, open Mobilization Batch and choose Fresh Registration

3. Fill your details, then verify your email through the confirmation link

4. Complete your account details and select Part-Time so JAMB regularisation does not apply

5. Pay the fee, which NOUN puts at under NGN 3,000 excluding cybercafe charges, then watch your dashboard for the print option

Keep the letter with your certificate and transcript. Employers and professional bodies ask for it as proof that the national service requirement was settled.

Law School: one set through, a large backlog waiting

The Law School gate opened once. On 9 July 2025, 203 NOUN law graduates were called to the Nigerian Bar, the first NOUN set to complete Bar Part II after a remedial year the Council of Legal Education approved for that batch under set conditions.

The graduates who finished from 2020 onward did not follow them through. Vanguard reported in March 2026 that more than 4,000 NOUN law graduates were waiting for Bar Part II places, with an average wait above five years, and that they were left out of the 2025/26 admission exercise. The group petitioned the Council of Legal Education, the Nigerian Law School, the Federal Ministry of Education, Attorney-General Lateef Fagbemi and the President, proposing that at least 600 graduates be spread across the seven Law School campuses to clear the backlog.

Pressure escalated in July 2026. The association told The ICIR on 7 July 2026 that it had filed close to 50 petitions without a resolution, and members held processions in Abuja from 7 to 9 July 2026, including one to the Attorney-General's office, asking for admission into the 2026/27 session. The Council of Legal Education's position is that Bar Part II admission is governed by the Legal Education Act and accreditation requirements. No public decision had settled the backlog by that point.

If you are choosing NOUN for law

Treat Law School access as a live risk, not a formality. Ask the NOUN Faculty of Law and the Council of Legal Education in writing what the admission route is for your graduating cohort before you enrol, and get the answer on letterhead or email you keep. If practising as a lawyer on a fixed timeline is the goal, a delay of several years after graduation is the outcome the 2020 onward cohorts have lived with.

How employers treat the degree

Federal and state civil services accept NOUN degrees for recruitment and promotion, since the university runs the same NUC accreditation process as other universities. Private employers in competitive fields sometimes weigh distance-learning degrees against contact-university degrees when candidates otherwise match, so a strong final classification carries weight.

If an employer questions the degree, supply your certificate, a transcript ordered through the NOUN registry, and the NUC accreditation listing for your program. Add your NYSC exclusion letter, because the missing call-up letter is what triggers most questions.

Professional bodies and postgraduate study

Most Nigerian professional bodies outside law accept NUC-accredited degrees regardless of study mode, and confirm requirements with the specific body rather than assuming the NYSC rule applies. For postgraduate admission, a NOUN first degree qualifies you at other Nigerian universities on the same basis as any accredited degree, with grades and accreditation status doing the work.
