Why the funding increase is not guaranteed for every school

The conditions are not vague. Program alignment means offering more seats in fields the province says the labour market needs, including nursing and skilled trades. Enrolment targets in healthcare programs track how many students each university graduates into those fields. Housing targets track new student housing units each university brings online, a response to tight rental markets in Halifax, Wolfville and other university towns.
That structure means two Nova Scotia universities post the same tuition freeze for their students while ending up with different operating budgets behind the scenes. The Association of Atlantic Universities flagged uncertainty around funding reductions not spelled out in the 2026-27 budget document, and most Nova Scotia universities were already running deficits going into the 2025-26 year.
