What OCSC scholarships are

The Office of the Civil Service Commission (OCSC) is the Thai government body that recruits, trains and places civil servants. It also runs the largest government scholarship system for study abroad, sending Thai students and existing officials overseas for degrees the public sector needs. Unlike a fully open scholarship, an OCSC award ties you to a future job in a Thai government ministry or department.

OCSC scholarships fall into two broad routes. General scholarships (ทุนบุคคลทั่วไป) recruit students before or during their studies and place them with an agency after graduation. Agency-quota scholarships (ทุนส่วนราชการ) go to people already working in the civil service, sent abroad by their own department to complete a specific degree that fills a skills gap. The return-to-serve bond

Recipients of OCSC scholarships outside the King's Scholarship sign a bond to work for the sponsoring Thai government agency after finishing their degree. The standard structure requires government service for roughly double the length of the funded study period. If you leave the bond unfulfilled, whether by not returning, resigning early, or failing to complete the degree, you owe the scholarship cost back to the government, usually with a penalty on top of the original amount.

Which route fits you

If you already know you want to work in a specific ministry, ranging from the Ministry of Foreign Affairs to the Ministry of Public Health, an agency-quota or general OCSC scholarship in a field that ministry lists gives you funded study and a guaranteed post afterward. If you want full freedom over your major and no bond, the King's Scholarship is the only OCSC route that offers that, but it accepts only a handful of students nationwide each year.
