Passport and Document Challenges for Myanmar Students Studying Abroad

By Muntasir Minhaz • Published Aug 07, 2026 • Study in Southeast Asia

TL;DR

Myanmar's passport system carries a heavy backlog since the 2021 coup, made worse by the February 2024 conscription law, which added screening for passport and travel document applicants in the conscription-eligible age range. Students in Thailand on a short-term ED visa can no longer renew their passport at the Bangkok embassy or Chiang Mai consulate since a September 2024 announcement and must return to Myanmar instead, so renew as early as possible and confirm rules with your nearest Myanmar embassy before travel.

  • 📩 The February 2024 conscription law added new screening for passport and travel document applicants.

  • 🏠 Men aged 18-35 and women aged 18-27 fall into the conscription-eligible group facing extra checks.

  • ⏱️ Since September 2024, ED-visa students in Thailand must renew passports inside Myanmar, not at the embassy.

  • 🎓 Overseas embassies process a limited number of applications daily, so book appointments months ahead.

Passport and Document Challenges for Myanmar Students Studying Abroad

Why the backlog exists

Myanmar's passport system has struggled with long queues and appointment shortages since the 2021 military takeover disrupted government offices and staffing. Demand for passports rose further as more people planned to study, work, or leave the country, while processing capacity at home and at embassies abroad did not keep pace. Overseas Myanmar embassies handle a limited number of applicants per day, for example the embassy in Singapore processed around 120 people through online appointments and about 75 more through WhatsApp booking on a typical day in mid-2024, a volume that still left hundreds waiting months for an appointment (Myanmar Ministry of Information ).

The 2024 conscription law changed the rules

Myanmar's junta chief approved the People's Military Service Law on 10 February 2024, and detailed rules followed on 23 January 2025 (Mizzima ). The law makes men aged 18 to 35 and women aged 18 to 27 eligible for compulsory military service, and authorities have used it to tighten travel document issuance for that age group. Men in the conscription-eligible bracket now face restrictions obtaining an Overseas Workers Identity Card (OWIC), a document tied to travelling abroad for work, and face closer screening at airports even with valid travel papers (Radio Free Asia ). Students in the same age range should expect extra questions and documentation requests when applying for or renewing a passport, even though the rule targets labor migration specifically.

Passport renewal for students already abroad

Students studying in Thailand felt a direct new restriction on 20 September 2024, when authorities announced that nationals on a short-term education (ED) visa could no longer renew their passport at the Myanmar embassy in Bangkok or the consulate in Chiang Mai, and must return to Myanmar to do so (Radio Free Asia ). The rule affects language school and non-degree students most, since students enrolled full-time in a degree program can hold a Passport for Education (PE) visa category, distinct from the shorter-term ED visa. If you study in Thailand or elsewhere, check which visa category you hold and whether it changes your renewal options before your passport nears expiry.

Document authentication challenges

Beyond the passport itself, Myanmar students abroad often need transcripts, degree certificates and other academic records authenticated for university applications or immigration purposes. Disruption at government ministries and reduced staffing at some embassies has slowed authentication and notarization services, adding weeks or months to what used to be a routine process. Request academic documents and any required embassy authentication well before an application deadline, and keep both physical and scanned copies since replacing a lost document takes significantly longer than usual.

Practical steps to reduce risk

  1. Check your passport expiry date against your entire study period, not just the year you enrol.

  2. Apply to renew at least six months before expiry, since embassy appointment queues run long.

  3. Confirm your visa category (ED, PE, or other) with your school, since renewal rules differ by category.

  4. Keep certified copies of your passport, transcripts and degree certificates in case originals are delayed or lost.

  5. Contact your nearest Myanmar embassy directly for the current appointment process, since booking methods and capacity change by location.

Some universities and immigration authorities abroad have adjusted document requirements in response to Myanmar's backlog, accepting supporting evidence alongside a soon-to-expire passport in some cases. Confirm this directly with the receiving university or visa authority rather than assuming flexibility applies to your situation, since policies differ by country and change with little notice.
