TL;DR

Pesantren graduates reach Al-Azhar University in Cairo through a Kemenag-run selection process: a national competency test, then a Kemenag study recommendation, either on scholarship or self-funded.

  • 🎓 You need a diploma from Madrasah Aliyah, Pendidikan Diniyah Formal Ulya, or an accredited pesantren muadalah unit, issued no more than 3 years before you apply

  • The competency test runs nationally through the Language Center Consortium (KPB) across 15 State Islamic Religious Higher Education Institutions (PTKIN)

  • 📩 The Egyptian Embassy in Jakarta sets a scholarship quota each year, around 20 places for Indonesian students in recent cycles, selected by Kemenag

  • Everyone who passes the competency test gets a Kemenag study recommendation, on the scholarship track or the mandiri (self-funded) track

How Pesantren Graduates Apply to Al-Azhar University in Cairo

The Kemenag Pathway to Al-Azhar

Al-Azhar University in Cairo is one of the oldest and most respected centers of Islamic learning in the world, and it draws pesantren graduates from across Indonesia every year. You cannot apply to Al-Azhar directly the way you would apply to most foreign universities. Indonesia's Ministry of Religious Affairs (Kementerian Agama, or Kemenag) runs a national selection process first, and Al-Azhar admits Indonesian students through that process.

Who Qualifies to Apply

Kemenag opens this pathway to graduates holding one of these diplomas:

  • Madrasah Aliyah diploma

  • Pendidikan Diniyah Formal Ulya diploma (formal religious education at pesantren level)

  • A muadalah unit diploma or equivalent from a pondok pesantren accredited by Kemenag

Your diploma also needs to be recent. Kemenag requires it to have been issued no more than three years before you apply, so graduates who finished pesantren several years earlier and want to apply now should check the current cutoff on the official announcement before assuming they still qualify.

The Competency Test

Selection runs as a national competency test, organized through the Konsorsium Pusat Bahasa (Language Center Consortium, KPB), spread across 15 State Islamic Religious Higher Education Institutions (PTKIN) around the country. You sit the test at your nearest participating PTKIN rather than traveling to a single national center, which makes the process accessible to applicants outside Java.

Scholarship Quota and Selection

Each year, the Egyptian Embassy in Jakarta, acting on behalf of Al-Azhar, sets a scholarship quota for Indonesian applicants. In recent cycles this quota has sat around 20 places. Kemenag conducts the selection of who fills those places, ranking candidates by their competency test results and submitting the top scorers as candidates for the full Al-Azhar scholarship.

Scholarship Track vs Mandiri Track

Passing the competency test does not automatically mean you get a scholarship. Every participant who passes receives a study recommendation letter from Kemenag, which Al-Azhar requires as part of its own admission process. From there you fall into one of two groups: the top-ranked candidates go forward for the full scholarship track, funded through the Egyptian government quota, while the rest can still study at Al-Azhar on the mandiri (self-funded) track using the same Kemenag recommendation.

Life in Cairo

Once you have your recommendation and are admitted, KBRI Cairo (the Indonesian Embassy in Cairo) becomes your point of contact in Egypt for matters like visa and residency documentation and staying connected with the wider Indonesian student community there. Reach out to KBRI Cairo and Al-Azhar's international student office directly for the specific procedures you need to complete once you land, since these operational steps are handled locally rather than by Kemenag in Jakarta.

Getting Ready to Apply

Confirm your diploma type and issue date against Kemenag's current eligibility announcement before the registration window opens, since the announcement changes some details each cycle. Prepare for the competency test by reviewing Arabic language and Islamic studies content at the level your pesantren or madrasah covered, since this test is the single gatekeeper for both the scholarship and mandiri paths to Al-Azhar through Kemenag.
