The Legal Requirement for the CPA Board Exam
Under Republic Act No. 9298, the Philippine Accountancy Act of 2004, only holders of a Bachelor of Science in Accountancy (BSA) degree from a CHED-recognized institution are eligible to sit the Certified Public Accountant Licensure Examination (CPALE), administered by the Professional Regulation Commission's Board of Accountancy. This is the starting eligibility rule for every candidate, regardless of where you studied.
If You Earned Your Accounting Degree Abroad
If your accounting degree came from a school outside the Philippines, CHED evaluates it for equivalency against the Philippine BSA curriculum before you can apply for the CPA board exam. Depending on how closely your coursework matches the BSA program, CHED may require you to complete bridging or deficiency units first, according to commentary on CPA exam eligibility for foreign-educated accounting students .
Start this evaluation while you are still finishing your overseas degree, or soon after you return, since bridging units can add a semester or more before you are cleared to sit the exam. Foreign nationals may also sit the CPALE, subject to reciprocity rules between the Philippines and their home country, under RA 9298's reciprocity provision.
ACCA as a Direct Alternative
Unlike the CPALE, ACCA membership does not require a Philippine BSA-equivalent curriculum. ACCA runs through Applied Knowledge, Applied Skills and Strategic Professional exam levels, plus 36 months of supervised relevant work experience (PER).
Overseas-educated Filipino accounting graduates can register with ACCA directly, without a CHED evaluation, and typically receive exemptions based on their specific degree content, confirmed through ACCA's exemption calculator rather than assumed from the degree title.
What ACCA Does Not Replace
A PRC CPA license, earned through the CPALE and PRC registration, is what the law requires to practice public accountancy, sign audit reports, or use the CPA title inside the Philippines. ACCA membership on its own does not grant Philippine practice rights domestically, even though many employers in the Philippines, and internationally, recognize ACCA for finance and accounting roles that do not require signing off audits.
Choosing a Path
If you plan to build a career inside the Philippines as a licensed CPA, start your CHED evaluation while still studying abroad, or right after graduating, and budget time for possible bridging units. If your goal is international mobility, ACCA runs as a direct route independent of the BSA requirement. You can pursue both if you want the flexibility to work in Philippine public accountancy and internationally.
