Cost of Studying in the Philippines: Tuition Fees and Living Expenses
By Muntasir Minhaz • Published Jul 15, 2026 • Money & Budgeting, Study in Southeast Asia
Public university tuition in the Philippines runs from near-free to about ₱20,000 a semester, private tuition runs ₱70,000 to over ₱130,000 a semester, and a student's monthly living budget in Manila typically falls between ₱25,000 and ₱60,000.
- 🎓
State universities like PUP charge close to nothing per unit. UP charges ₱1,500 per unit, but many students pay ₱0 under its subsidized tuition system.
- 💵
Top private schools like Ateneo and De La Salle charge ₱100,000 to over ₱130,000 per semester.
- 🏠
A dorm room costs ₱2,000 to ₱10,000 a month. A shared apartment or boarding house costs ₱5,000 to ₱9,000.
Government subsidies like the free tuition law and the Tertiary Education Subsidy cover part or all of your tuition if your household income qualifies.
Tuition Fees by University Type
What you pay depends heavily on whether you enroll in a state university, a local university funded by a city or province, or a private school. The gap between the cheapest and most expensive options in the Philippines is large.
| University type | Typical tuition | Example |
|---|---|---|
| State universities and colleges (SUCs) | ₱10,000 to ₱20,000 per semester | Polytechnic University of the Philippines charges ₱1,600 per unit for students outside the free-tuition scheme, so a 21-unit load costs around ₱33,600. Most Filipino undergrads pay ₱0 tuition under RA 10931 and cover only ₱2,000 to ₱5,000 in miscellaneous fees per semester |
| University of the Philippines | ₱1,500 per unit under the regular scheme | A 21-unit BS Chemistry load runs about ₱37,243.50 a semester including fees, though most qualified students pay ₱0 to a reduced rate under UP's Socialized Tuition System |
| Mid-range private universities | ₱70,000 to ₱130,000 per semester | Varies by program and college |
| Top private universities | ₱100,000 and up per semester | Ateneo de Manila averages about ₱117,000 for a 20-unit semester in AY 2026-2027. De La Salle charges ₱3,398 to ₱4,053 per unit depending on the college |

Programs change the price too. Engineering, health sciences, and business programs in private universities cost more per unit than education or humanities programs. Laboratory-heavy courses add equipment and lab fees on top of tuition.
Free and Subsidized Tuition Options
The Universal Access to Quality Tertiary Education Act (RA 10931) waives tuition and other school fees for Filipino students enrolled in state universities and colleges, CHED-recognized local universities and colleges, and state-run technical-vocational schools, provided they meet academic standing and residency rules set by their school.
Students at private schools, or public-school students who need more support, apply for the Tertiary Education Subsidy (TES) under CHED's Unified Student Financial Assistance System (UniFAST). TES pays a fixed subsidy per academic year toward tuition and other costs for students from households under a set income ceiling, at both public and private CHED-recognized institutions. Rates are revised each academic year, so confirm the current amount through your school's financial aid office or the CHED UniFAST program page before you enroll.
Monthly Living Costs by City
Tuition is only part of the budget. Rent, food, transport, and school supplies add up fast, and costs vary sharply by city and lifestyle.
| Expense | Typical monthly cost |
|---|---|
| Dormitory room | ₱2,000 to ₱10,000 |
| Shared apartment or boarding house | ₱5,000 to ₱9,000 |
| Food (school canteen and local meals) | ₱4,000 to ₱8,000 |
| Transport (jeepney, tricycle, ride-hailing) | ₱1,000 to ₱3,000 |
| Overall budget lifestyle, Manila | ₱25,000 to ₱35,000 |
| Overall mid-range lifestyle, Manila | ₱35,000 to ₱60,000 |
Students who share a dorm room, eat at the school canteen, and rely on public transport keep costs at the lower end of this range. Cebu, Davao, and other regional cities run 15 to 30 percent cheaper than Metro Manila for rent and food, based on student cost of living breakdowns .
Other Mandatory Fees
Beyond tuition, expect a miscellaneous fee (library, athletics, student council, ID), a laboratory fee for science and engineering courses, and a registration fee each term. Private schools also charge a books and modules fee. Add ₱3,000 to ₱10,000 per semester for these on top of the tuition figures above, depending on your school and program.
How This Compares to Studying Abroad
A full four-year degree at a Philippine private university, tuition and living costs combined, often totals ₱800,000 to ₱1.5 million (about USD 14,000 to 26,000) over four years. That is a fraction of the cost of a similar degree in Australia, the UK, or the US, where a single year of tuition alone often exceeds that amount. Many Filipino families use a Philippine degree, or the first two years of one through a transfer arrangement, to control costs before a student moves abroad for further study.
Budgeting Tips
Apply for the free tuition law or TES before enrollment deadlines. Both require documents proving household income and residency, so gather these early.
Compare the per-unit rate, not just the semester total, when weighing a shift between schools or programs.
Factor in one-time costs at the start of the year: uniforms, PE and lab equipment, and dormitory deposits.
Ask your school's financial aid office about installment plans if you cannot pay tuition in full at enrollment.
