Polytechnics, Colleges and TVET in Ghana: Routes Beyond University

Ghana's old polytechnics became 10 public technical universities under the Technical Universities Act, 2016, offering Higher National Diplomas (HND) and Bachelor of Technology degrees as a hands-on alternative to traditional universities. The Commission for Technical and Vocational Education and Training (CTVET) regulates certificate-level TVET training below diploma level.

From polytechnics to technical universities
Ghana ran a network of polytechnics offering Higher National Diplomas (HND) in technical and applied fields for decades. The Technical Universities Act, 2016 (Act 922) converted qualified polytechnics into technical universities, starting with 8 polytechnics: Accra, Kumasi, Koforidua, Ho, Takoradi, Sunyani, Cape Coast, and Tamale Polytechnics: from the 2016/17 academic year. Parliament amended the act in 2020 to add Bolgatanga and Wa, bringing the total to 10 public technical universities, according to Graphic Online's coverage of the conversion .
The conversion gave technical education a clearer path to degree-level study. Where an HND once ended a student's formal technical education unless they transferred into a traditional university, often losing credits in the process, technical universities now award their own Bachelor of Technology (BTech) and Master of Technology (MTech) degrees built on the HND foundation, as set out in Accra Technical University's own account of its conversion .
How technical universities differ from traditional universities
Technical universities focus on engineering, applied science, technology, and applied arts, with a stronger emphasis on hands-on, industry-linked training than the general first-degree programmes at universities like University of Ghana or KNUST. Entry requirements and WASSCE aggregates for HND programmes tend to be more flexible than the equivalent university degree, which makes technical universities a realistic route for students who narrowly miss university cut-offs but want practical, employable skills.
Programme structure differs too. HND takes 3 years and includes an industrial attachment component, while a first degree at a traditional university runs 4 years. Progressing from HND to BTech at the same technical university typically means less lost time than restarting a fresh degree elsewhere.
CTVET and certificate-level training
Below diploma level, the Commission for Technical and Vocational Education and Training (CTVET) regulates certificate and craft-level training across public technical institutes, vocational training centres, and private training providers run by individuals, NGOs, and faith-based organisations. CTVET was set up under the Education Regulatory Bodies Act, 2020 (Act 1023), replacing the earlier Council for TVET (COTVET), according to CTVET's own account of its mandate . It sets standards for shorter, skills-focused programmes in trades such as automotive repair, construction, catering, fashion, and electrical installation.
Certificate-level TVET suits students who want to enter skilled work faster than a diploma or degree route allows, or who plan to build practical experience before returning for an HND or degree later. CTVET-recognised certificates carry more weight with employers and further education institutions than certificates from unregulated private trainers.

Progressing later
None of these routes are dead ends. A CTVET certificate can lead into an HND once you meet the entry requirements. An HND can lead into a BTech at the same technical university, usually through a top-up programme rather than a fresh 4-year start. Confirm the specific credit transfer or top-up policy with your chosen technical university, since arrangements vary by programme and have improved since the 2016 conversion.
