What a Pre-University Intensive English Program Is

A pre-university Intensive English Program is an academic English course you take at, or affiliated with, a university before starting your degree. It exists so you start your degree pathway without first hitting the full IELTS or TOEFL score the university lists in its standard entry rules.

Most programs run alongside conditional admission. The university issues you a degree offer, and you become fully admitted after completing the required English language coursework. Loyola University Chicago's conditional admission policy , for example, requires students to finish one or more semesters of full-time enrollment (18 hours) in the English Language Learning Program before progressing to their degree.

These programs are different from short summer language schools. They follow academic-year structures, use placement testing, count classroom hours weekly, and integrate skills you need for lectures, seminars, and academic writing.

How a US University IEP Is Structured

The University of Colorado Boulder Pathway to CU program shows a standard US model.

• 8-week sessions, year-round start dates
• 24 hours of class per week, 192 hours per session
• Three core skill courses: Writing, Reading, Listening and Speaking
• Plus university preparation and one elective course at higher levels
• Minimum entry: CEFR B1
• Total duration: six months to one year depending on placement

To progress into the CU Boulder degree, you must finish Level 8 with a 3.0 cumulative GPA, or submit an English proficiency test score instead.

The University of Central Florida runs three Global Achievement Academy options, where you earn university credit while still receiving English support.

UCF also requires an English placement test on application, accepting iTEP, IELTS, or TOEFL.

Two-Tier US Pathway Example: Fairleigh Dickinson

The Fairleigh Dickinson University Pre-University Program splits students into two tiers based on test scores.

• Intermediate PUP (IPUP): for students scoring below TOEFL iBT 50 or IELTS 5.0, or with no test score, lasting one or two semesters of intensive English only.
• Advanced PUP (APUP): for students with TOEFL iBT 50-69 or IELTS 5.0-5.5, completable in one semester and combining English with 4-8 academic credits.

Progression to the degree requires a 2.0 GPA during the pre-university semester, and students who fail this twice lose their place.

UK Pre-Sessional English Courses

UK universities use pre-sessional English courses, typically delivered by the university's own language centre over the summer or in extended formats.

University of Sheffield's English Language Teaching Centre sets entry on how far you sit below the degree's required IELTS.

Sheffield delivers 15 hours of tutor-led class plus a one-to-one tutorial and at least five hours of guided independent study per week.

The University of Liverpool English Language Centre publishes fixed fees per course length.

Pre-sessional courses in the UK also extend up to 28 or 40 weeks for students far below the degree threshold, as seen in Sheffield's longer formats .

Visa Rules You Need to Know

United States: F-1 visa for IEPs

If your US intensive English course runs more than 18 hours per week, you need an F-1 visa. SEVP-certified institutions are the only schools authorised to issue you a Form I-20 for the visa application.

Under the Accreditation of English Language Training Programs Act , every SEVP-certified ESL program must hold accreditation from a USDE-recognised accreditor, with the original compliance deadline set on 14 December 2013.

United Kingdom: Student visa with combined CAS

UK pre-sessional students apply for the Student visa route. Sheffield notes campus pre-sessional students often receive a "combined CAS" allowing one visa to cover both the pre-sessional course and the subsequent degree.

Pre-sessional English visa issuances rose 5% year-on-year in 2024, one of the few growth categories during a period of falling UK student visa numbers overall, British Council data shows .

Third-Party Pathway Providers

Pathway providers operate IEPs and integrated first-year programs in partnership with universities. The largest are INTO, Kaplan International Pathways , Navitas, ONCAMPUS, and Study Group.

Kaplan publishes indicative fees for UK degree preparation programmes starting from £14,000, with US degree preparation programs ranging $2,270 to $39,000 in older 2022-23 data. Always confirm current-year fees with the provider before applying.

How to Choose Between an IEP, Pre-Sessional, and Pathway

Match the format to your current score, your timeline, and your degree start date.

• Choose a UK pre-sessional if you are within 0.5 to 2 IELTS bands of your degree requirement and want a tight summer bridge into a September degree start.
• Choose a US university-run IEP (like CU Boulder Pathway) if you sit at CEFR B1 or higher and want direct progression into the same university's degree.
• Choose a two-tier program (like FDU PUP) if your score is below TOEFL iBT 50 or IELTS 5.0, since you need a longer ramp.
• Choose a third-party pathway if you want guaranteed progression into a partner university and your budget covers the higher integrated fees.

What to Verify Before You Pay a Deposit

• Confirm the program is SEVP-certified (for US) using the Study in the States school search or CEA-accredited via the CEA directory.
• Ask the admissions team to put in writing the exit score or grade you need to progress to your degree, with no further test required.
• Confirm whether the conditional admission offer is for a specific degree or a general academic seat.
• Check whether the program issues a combined CAS or a single I-20 covering both phases.
• Compare fee per week or per term, total contact hours, and class size across at least two providers.
