PTN, PTS and PTKIN Compared: Choosing the Right Type of Indonesian University

The three types at a glance

Indonesian higher education splits into three ownership types, and knowing which type a university falls under changes how you apply and what you pay. PTN, Perguruan Tinggi Negeri, are public universities run by the national government under Kemdiktisaintek , the Ministry of Higher Education, Science and Technology. PTKIN, Perguruan Tinggi Keagamaan Islam Negeri, are also state-run but sit under Kemenag , the religious affairs ministry, and include every UIN, IAIN, and STAIN campus. PTS, Perguruan Tinggi Swasta, are privately owned, ranging from small local colleges to large national institutions.

Who governs each type

How you get in

PTN and PTKIN use parallel national systems. PTN admits students through SNBP (report card based), SNBT (UTBK test based), and Jalur Mandiri (university set). PTKIN runs its own equivalent set: SPAN-PTKIN (report card based), UM-PTKIN (its own test, separate from UTBK), and Mandiri PTKIN. You apply to both systems in the same year if you choose to, since they run as separate national selections with separate timelines.

PTS sets its own admission process entirely. Most private universities run rolling or scheduled intake on their own timeline, and many accept your UTBK score from SNBT as part of their evaluation even though they sit outside the national PTN selection. This makes PTS a common backup or parallel option alongside a PTN or PTKIN application.

How the cost structure differs

PTN and PTKIN both charge UKT, Uang Kuliah Tunggal, a single per-semester tuition figure set in income-based tiers, so two students in the same program pay different amounts depending on family income documentation. Jalur Mandiri seats at some PTN add uang pangkal, a one-time upfront fee, on top of UKT.

PTS tuition works differently. Each private institution sets its own fee structure, usually a combination of an upfront enrollment fee and per-semester charges, without the income-tiered subsidy that PTN and PTKIN offer. Costs vary widely between PTS institutions and even between programs at the same campus, so compare actual fee schedules rather than assuming private education always costs more or less than public.

Accreditation matters more than the label

All three types get evaluated by the same national accreditation body, BAN-PT, at both the institution level and the individual study program level. A well-accredited PTS program outranks a weaker program at a PTN or PTKIN, and employers and further-study committees generally check the specific program's accreditation grade rather than assuming quality based on public or private status alone. When you shortlist universities, check the BAN-PT grade of your specific intended program, not only the institution's overall reputation.

Examples of each type

Universitas Indonesia, Institut Teknologi Bandung, and Universitas Gadjah Mada are established PTN. UIN Syarif Hidayatullah Jakarta and UIN Sunan Kalijaga Yogyakarta rank among the largest PTKIN. Binus University and Telkom University are large PTS with national reputations outside the state system. Scale and reputation exist at every tier, so match your decision to program quality and cost fit rather than the PTN, PTKIN, or PTS label alone.

Choosing between the three

• If cost is your main constraint, prioritize PTN or PTKIN for the income-tiered UKT system.

• If you want a program with a strong religious studies component alongside general academics, PTKIN campuses build this into their faculty structure.

• If your target major is not well represented at nearby PTN or PTKIN, a well-accredited PTS fits your subject better than adjusting your major to fit a public seat.

• Apply to more than one type in the same cycle where your budget and timeline allow, since PTN, PTKIN, and PTS admission processes run on separate schedules and do not block each other.
