What the Higher Education Council Does
The Higher Education Council (HEC) regulates higher education quality and access in Rwanda. Beyond accrediting institutions and programmes, HEC coordinates government study loans and scholarships that place S6 leavers into public universities and other approved institutions, according to HEC's own guidance .
Placement into a government-sponsored seat is not automatic for every S6 graduate. It depends on your Advanced Level results, the subject combination you sat, and how many sponsored places exist in your target programme that year.
How Placement Uses Your S6 Results
Rwanda's Advanced Level exams, sat at S6, score candidates out of a total aggregate. Your combination and grades determine which programmes you qualify for, and HEC weighs this against available sponsored capacity in each field, with programmes tied to national growth sectors receiving priority.
Some programmes carry extra entry conditions layered on top of the general aggregate. For the Rwanda Coding Academy, candidates must list it as their first choice and score at least 80 percent in Mathematics, Physics and English, according to reporting on Rwanda's exam-linked placement rules . Expect similar subject-specific thresholds for other specialized tracks, such as nursing, teacher training and technical and vocational programmes.
Applying Through HECMIS
HEC processes government loan and scholarship requests through its online management system, HECMIS, rather than a paper application. You fill an online form, submit your academic records, and provide documentation of financial need where the scheme requires it. Choosing a programme in a designated priority field strengthens your application, since HEC weighs national workforce needs alongside academic merit.
How the Loan Itself Gets Paid Out
The body handling loan disbursement in Rwanda has changed over time. Student financing moved from a dedicated agency to the Rwanda Education Board, and since 2015, when the government gave BRD the legal mandate for student loans and bursaries under Law N°44/2015, loan applicants have dealt with the Development Bank of Rwanda (BRD) through its Minuza platform for disbursement, while HEC continues to handle programme placement and eligibility decisions. If older material references a separate standalone student financing agency, treat HEC and BRD as the current points of contact instead.
