Rwanda Student Visa and Residence Permit Process for African Students

Entry is the easy part, the student permit is separate

Rwanda has granted visa free entry or visa on arrival to holders of African passports since 2018, one of the most open entry policies on the continent. That entry arrangement gets you into the country, but it does not authorize long term study. You still need a dedicated student permit from the Directorate General of Immigration and Emigration (DGIE) to remain in Rwanda for your program.

Applying through Irembo

Rwanda runs most government services, immigration included, through Irembo , its online government services platform. Submit your student permit application through Irembo or directly at a DGIE office serving your area of residence in Rwanda. The DGIE study and research permit page lists current service details.

Your application needs an admission letter from your Rwandan university or institution, confirming your enrollment and program length. DGIE reviews the file and, once complete, typically decides within about 7 days.

Temporary vs permanent residence

Rwanda issues two broad categories of residence permit: temporary and permanent. Students fall under temporary residence, tied to the length of their academic program. If your studies extend across multiple years, renew before each permit's expiry rather than waiting until it lapses, since immigration status gaps complicate re registration at your institution.

• Proof of funds to cover tuition and living costs

• Any additional documents your specific institution or program requires, since research and occupational trainee categories carry their own document lists separate from standard student status

Check with your institution's international office, such as the University of Rwanda's, before applying. They confirm which permit category matches your specific program and help you avoid submitting under the wrong category, which resets your processing timeline.

Fees

Permit fees depend on category and duration, and DGIE updates its fee schedule periodically. Confirm the current amount on the Irembo platform at the time you apply rather than relying on a figure quoted by an agent or a third party site.

Renewing while enrolled

Apply for renewal through the same Irembo or DGIE channel before your current permit expires, with an updated letter from your institution confirming continued enrollment. Keep copies of every past permit and application receipt, since DGIE references your permit history when processing a renewal.

Staying compliant during your program

Carry your permit and passport together, since Rwandan authorities check status during routine stops and at re entry if you travel during breaks. A temporary residence permit tied to your studies typically stops being valid if you leave your program before finishing it, so notify your institution and DGIE if you withdraw, transfer, or take an authorized break, rather than letting the permit run on a program you are no longer active in.
