SAF and Home Team Scholarships: Bond Terms and Career Obligations

SAF and Home Team scholarships pay full tuition, a monthly allowance, and even a full salary during your degree, but lock you into 4 to 6 years of service after graduation.

What SAF and Home Team scholarships cover
The Singapore Armed Forces (SAF) and the Ministry of Home Affairs (MHA), which covers the Singapore Police Force and Home Team agencies including the Singapore Civil Defence Force, each run a small number of full scholarships for top A-Level, IB, and polytechnic graduates headed into university. The flagship awards, the SAF Scholarship and the Singapore Police Force Scholarship , pay full tuition and approved academic charges, a monthly maintenance allowance, a pre-studies settling-in allowance, and return airfare if you study overseas. Both go further than most scholarships: they pay a full salary, including bonuses, for the entire length of your degree, since you are formally an officer cadet or police officer from the day you accept the award.
Below the flagship award sits a wider set of SAF Academic Scholarships and Academic Awards, run separately by the Army, Navy, Air Force, and Digital and Intelligence Service. The SAF Academic Scholarship (SAS) and its engineering equivalent (SEAS) cover tuition and a maintenance allowance rather than a full salary. MHA runs a parallel Home Team Scholarship structure, plus a smaller SCDF Paramedic Scholarship, introduced in April 2018, for students taking paramedicine or emergency health degrees overseas.
Bond length by study destination
Every SAF and Home Team scholarship carries a service bond, and the length depends on where you study, not which service sponsors you.

The bond starts only after you finish your degree and complete officer or command training, not from the day you sign the scholarship contract. Time spent studying does not count towards the bond.
Who can apply
Applicants must be Singapore citizens, or permanent residents intending to take up citizenship for the SAF track. You need a strong GCE A-Level, IB Diploma, or polytechnic diploma result, an active leadership record in co-curricular activities, and the physical and psychological profile to pass Officer Cadet School or the Home Team's equivalent command course. SAF Scholarship selection also tests whether candidates are likely to succeed at Officer Cadet School, beyond their exam grades, so a strong transcript alone does not guarantee an offer. Female applicants to uniformed scholarships should apply early, since selection includes a Basic Military Training component that needs separate scheduling.
What you are committing to
Accepting the scholarship means committing to Officer Cadet School, for SAF, or the equivalent Home Team command course, before your bonded service begins. You also give up flexibility on career direction for the length of the bond. Breaking the bond early means repaying the value of the scholarship, usually with interest, plus in some cases a penalty. Before signing, work out roughly what 4 to 6 years of your salary and career choices are worth against the value of the free degree and guaranteed income during university.
Course and career restrictions
Not every degree qualifies. SPF scholars cannot read medicine, dentistry, or architecture, and law graduates who join the SPF cannot be called to the Singapore Bar while serving, since practicing law does not fit alongside police duties. SAF scholarships are open to a wider range of subjects but expect you to apply your degree inside a military career track, so pick a field that maps onto an SAF vocation such as engineering, logistics, cyber, medicine for the SAF's own medical officer track, or the social sciences for command and staff roles.
Scholarship vs Award: a lighter option
If a multi-year bond feels like too big a commitment before you start university, MINDEF and MHA also run "Award" tracks, such as the SAF Academic Award and SAF Engineering Award. These give a smaller monthly allowance instead of full tuition and salary. Bond terms for these lighter tracks are set separately by each service and listed on their own careers page, so check the exact terms before comparing them against the full scholarship.
Deciding if the bond fits your plans
These scholarships suit students who already want a long-term uniformed career and see the bond as a normal part of that path, not a cost. If your interest in the SAF or Home Team is uncertain, a shorter, non-bonded degree funded through the Tuition Grant and a government study loan leaves your career options open. Talk to current scholars or officers from the service you are considering before you sign, since the bond is a legal commitment, not a soft guideline.
