Algeria funds students mainly through one state bursary, not bank loans. Your family's income and study situation decide whether you get it, and it also unlocks subsidized housing and meals.

The national bursary is the main support
The bourse is Algeria's central student funding tool, administered by the Direction des Oeuvres Universitaires (DOU) in each wilaya on behalf of the national student welfare office. Eligibility rests on your family's social and income situation rather than academic merit alone, though some categories (orphans, students with disabilities, students from families with several children in higher education) get automatic priority. President Tebboune raised the monthly bursary from 1,350 DA to 2,000 DA in a 2023 decision. In September 2024, the ministry announced a further doubling of the bursary to over 3,000 DA a month, with about 5 billion DA allocated to fund the increase, according to reporting from Algerie Zoom . Whether this second increase has been fully implemented for the current academic year is not confirmed, so check the current amount with your DOU.
How to apply
You apply for the bursary at your DOU alongside your university enrollment, with a dossier that documents your family situation. The ministry removed two long-standing paperwork requirements, the tax roll extract (extrait de role) and the certificate of non-taxation, starting from the 2024/25 academic year, to widen access for families who struggled to gather them. Submit your dossier as soon as your enrollment is confirmed, since bursary processing follows the academic calendar and late files risk missing a payment cycle.
What else you get with a bursary
A bursary is not only a monthly payment. It also gives you priority for a hostel room in a residence universitaire and access to meals at subsidized prices in university restaurants, now managed through an electronic wallet system you top up in small amounts. For many students, this housing and food access matters more than the cash stipend itself, since it removes your two largest monthly costs.
Algeria does not run a mainstream student loan system
Unlike countries where students borrow from a bank or a dedicated loan agency to cover tuition and living costs, Algeria keeps public tuition near free and relies on the bursary and subsidized services to cover the rest. No national student loan program sits alongside the bursary. If your family income sits above the bursary threshold and you still need money for private tuition or extra living costs, you depend on family support, part time work, or a private institution's own payment plan, since no dedicated state loan product fills that gap.
Other funding sources
Some state-owned companies and university-linked research projects fund a limited number of bursaries or paid research placements in specific fields, mainly engineering, energy, and applied sciences. These opportunities get announced through your faculty or department rather than a central portal, so check with your student affairs office and department notice boards each year for anything beyond the standard bourse.
