What the Policy Changes Mean for You

For years, China's standard work permit required foreign graduates to have at least two years of post-graduation work experience before applying. Both Shenzhen and Pudong's Zhangjiang Hi-Tech Park have carved out formal exemptions to this rule for STEM graduates who take jobs inside designated tech zones.

These are not informal exceptions. The exemptions are written into the local talent attraction policies of each zone, and they reshape the entry route for recent graduates. Pudong went furthest in December 2024, releasing a package of 34 measures that accelerated work permit processing and extended visa benefits to families.

The Two Zones and How Their Rules Differ

Pudong New Area and Zhangjiang Hi-Tech Park (Shanghai)

Pudong allows fresh foreign graduates holding a bachelor's degree or above in STEM from recognized universities to apply directly for a Category B work permit, provided they work in a role related to their field. Eligible employers must be registered in the Shanghai Pilot Free Trade Zone, Zhangjiang National Innovation Demonstration Zone, or Lingang Special Area.

On December 7, 2024, Pudong released 34 new talent measures at the Pudong International Talent Hub Forum. These include direct issuance of Confirmation Letters for High-Level Foreign Talent by the district itself (previously only issued nationally), a 10-year multi-entry talent visa allowing 180 days per stay, and fully electronic visa processing across Pudong. Shenzhen High-Tech Zone (Nanshan Science and Technology Park)

China's K Visa: The 2025 Route With No Job Offer Required

Effective October 1, 2025, China launched the K Visa , a new category specifically for young STEM professionals and recent graduates from recognized universities. Unlike the standard Category B route, the K Visa requires no employer sponsorship and no invitation letter at application time.

• Eligibility: graduates with a bachelor's degree or higher in STEM fields from recognized domestic or international universities or research institutions, or those engaged in professional education or scientific research work in relevant fields at such institutions
• No requirement for domestic employment or invitation from a Chinese organization at time of application
• Permitted activities: exchanges, science and technology events, entrepreneurship, and business activities in China
• Greater convenience in entry frequency, validity period, and duration of stay relative to the existing 12 visa categories, with specific conditions and supporting document lists to be published by Chinese embassies and consulates abroad

This is the most direct route for a foreign STEM graduate who wants to move to Shenzhen or Pudong before locking in a specific employer. Time magazine's coverage of the launch described the absence of a quota cap as the defining structural difference from the US H-1B.

A Real Case: The First Foreign Graduate Work Permit in Pudong

Tyler Rhorick, an American graduate of NYU Shanghai's class of 2017, became the world's first overseas student to obtain a work permit in China upon graduating with a bachelor's degree. He received a framed "First Bachelor Degree Overseas Student Work Permit" at a ceremony held by the Pudong government and went on to work as an Associate for New Student Programs at NYU Shanghai's Pudong campus.

NYU Shanghai documented the milestone , noting that the previous rule requiring either 2 years of work experience or a master's degree had been removed to allow international students to apply for a work permit within one year of earning a bachelor's degree while working inside the Shanghai Free Trade Zone or Zhangjiang Hi-Tech Park. Work Permit Application Process: Step by Step

The steps below apply to the standard Category B route for fresh STEM graduates in Pudong or Shenzhen's tech zones.

1. Secure a signed labor contract with an employer registered in a qualifying zone.
2. Employer submits a Work Permit Notification through the national online portal. As of December 1, 2024, the work permit, residence permit, and social security registration are combined into a single unified application.
3. Use the Work Permit Notification to apply for a Z Visa at a Chinese embassy or consulate in your home country.
4. Enter China on the Z Visa.
5. Within 30 days of entry, apply for a work-type Residence Permit at the local Exit-Entry Administration office.

China no longer issues a physical work permit card. Work permit data is now embedded directly into the social security card, called the "Join in Card," per Fragomen's advisory on the December 2024 integration .

Shenzhen's average monthly salary across all sectors was ¥12,774 in 2024, ranking third among major Chinese cities. Foreign professionals earn well above local averages in part because work permit salary thresholds require it. Multinationals in Zhangjiang and Nanshan pay at the upper end of the ranges above. Nanshan accounts for 42% of Shenzhen's tech sector output while covering 9% of the city's land area, and its firms posted 78,000 software and AI-related vacancies in Q3 2024 alone, according to KiTalent's sector analysis .

Major companies actively recruiting foreign engineers in these zones include Huawei and Tencent in Nanshan, DJI in Shenzhen, and SMIC and Alibaba Cloud in Zhangjiang. Interviews at Chinese tech firms follow a structured technical format: two to three coding rounds, a system design round, and a final behavioral interview. Written Chinese is not required for most engineering roles at these firms, though spoken Mandarin is increasingly preferred for team-facing roles.

Both zones have active professional communities for foreign tech workers.
