Using CPF Post-Secondary Education Account Funds for Polytechnic and University Fees

TL;DR

The CPF Post-Secondary Education Account (PSEA) is a savings account MOE opens for every Singapore Citizen child, filled automatically from the Child Development Account and Edusave, and it pays for tuition and approved fees at polytechnics and universities.

  • 💵 Funded automatically: Child Development Account balance transfers in at age 13, Edusave balance transfers in at age 17 or when you leave MOE-funded schooling.

  • Earns interest pegged to the CPF Ordinary Account, currently 2.5% a year, without the extra 1% bonus that applies to CPF-OA savings.

  • Set up a Standing Order so tuition and compulsory fees are paid automatically each semester, or apply ad hoc.

  • ⏱️ The account closes the year you turn 31. Unused funds move to your CPF Ordinary Account unless you extend, transfer to a sibling's PSEA, or donate to the Education Fund.

What the PSEA is and who has one

The Post-Secondary Education Account is part of the government's Post-Secondary Education Scheme, and MOE opens one automatically for every eligible Singapore Citizen child. You do not apply for it. It exists to hold money set aside during your school years so it is ready to pay tuition once you reach a polytechnic, ITE, arts institution, or autonomous university, according to MOE's PSEA overview .

Where the money comes from

PSEA balances build up automatically rather than through parents making direct cash deposits into the account itself. The main sources are:

  • Your Child Development Account (CDA) balance, which transfers into your PSEA when you turn 13

  • Your Edusave Account balance, which transfers in when you turn 17 or leave MOE-funded schooling, whichever comes first

  • Government top-ups for eligible Singapore Citizens, added directly to the account

  • NS HOME Award payments, for those who qualify after national service

Because the CDA and Edusave feed directly into the PSEA, the most effective way for a family to grow the account ahead of university is to make the most of CDA top-ups and government co-matching while your child is younger, since that balance rolls forward rather than resetting each year.

What it can pay for

PSEA funds cover approved fees and charges at approved institutions, including polytechnics, autonomous universities, ITE, arts institutions, and some public agencies and approved private training providers. You can also use it to repay certain government education loans and financial schemes, such as the Tuition Fee Loan or its replacement. Funds cannot be withdrawn as cash and cannot be transferred to a personal bank account, so the account only ever settles fees directly with the institution or loan scheme.

How withdrawals work

There are two ways to draw on PSEA money. A Standing Order, set up once with MOE, automatically withdraws funds each semester to cover tuition and compulsory miscellaneous fees up to your available balance, so you do not need to reapply every term. Alternatively, submit an ad hoc withdrawal application for a specific payment. The exact form depends on which institution you attend, so check with your school's financial aid office before your first semester bill is due.

Interest and what happens at 31

PSEA balances earn interest pegged to the CPF Ordinary Account rate, currently 2.5% a year, though the extra 1% bonus interest that applies to CPF-OA savings for eligible members does not extend to PSEA. The account closes around the middle of the year you turn 31. Before that, you can extend it by a year, transfer the remaining balance to a sibling's PSEA, or donate it to the Education Fund. If you take no action, any leftover balance moves automatically and irreversibly into your CPF Ordinary Account, so it is not lost, but it stops being available for further education fees.

Checking your balance and applying

Check your PSEA balance and transaction history through CPF's digital services or the MOE PSEA portal before deciding how much to also borrow through a study loan or bursary top-up. Set up your Standing Order as soon as you confirm your course, since processing takes time and you do not want your first semester bill due before the withdrawal is in place.

Using it alongside other aid

PSEA funds work well alongside bursaries and the Tuition Grant, since covering fees from PSEA first reduces how much you need to borrow through a study loan. If your PSEA balance will not stretch across your whole degree, plan withdrawals against your semester fee schedule rather than draining it in your first year, so some balance remains for final-year costs.
